Powell asserted that the region should be divided and managed by "Watershed" not by arbitrary straight line boundaries. I agree with Powell…but the superstitious dunderheads divided the territories with straight lines, and gave rich morons in the precious metal rich cities the authority to control the water in distant lands. The rain does NOT follow the plow.
