Just a small theory:

Could it be that all the recent false alerts in the Emergency Broadcast System is an effort to discredit it for when the real announcements regarding taking back the country and such start happening?

Something along the lines of "Oh we've had alerts about zombie invasions, so the one with the Hillary video is also just another fake"
