The Curious Case of Mr. Alexander Downer

To hear the Federal Bureau of Investigation tell it, its decision to launch a counterintelligence probe into a major-party presidential campaign comes down to a foreign tip about a 28-year-old fourth-tier Trump adviser, George Papadopoulos.

 

The FBI’s media scribes have dutifully reported the bare facts of that “intel.” We are told the infamous tip came from Alexander Downer, at the time the Australian ambassador to the U.K. Mr. Downer invited Mr. Papadopoulos for a drink in early May 2016, where the aide told the ambassador the Russians had dirt on Hillary Clinton. Word of this encounter at some point reached the FBI, inspiring it to launch its counterintelligence investigation into the Trump campaign on July 31.

 

Notably (nay, suspiciously) absent or muddled are the details of how and when that information made its way to the FBI, and what exactly was transmitted. A December 2017 New York Times story vaguely explains that the Australians passed the info to “American counterparts” about “two months later,” and that once it “reached the FBI,” the bureau acted. Even the Times admits it’s “not clear” why it took the Aussies so long to flip such a supposedly smoking tip. The story meanwhile slyly leads readers to believe that Mr. Papadopoulos told Mr. Downer that Moscow had “thousands of emails,” but read it closely and the Times in fact never specifies what the Trump aide said, beyond “dirt.”

 

When Mr. Downer ended his service in the U.K. this April, he sat for an interview with the Australian, a national newspaper, and “spoke for the first time” about the Papadopoulos event. Mr. Downer said he officially reported the Papadopoulos meeting back to Australia “the following day or a day or two after,” as it “seemed quite interesting.” The story nonchalantly notes that “after a period of time, Australia’s ambassador to the US, Joe Hockey, passed the information on to Washington.”

 

My reporting indicates otherwise. A diplomatic source tells me Mr. Hockey neither transmitted any information to the FBI nor was approached by the U.S. about the tip. Rather, it was Mr. Downer who at some point decided to convey his information—to the U.S. Embassy in London.

The American Empire & Its Media

 

Largely unbeknownst to the general public, executives and top journalists of almost all major US news outlets have long been members of the influential Council on Foreign Relations (CFR).

 

Established in 1921 as a private, bipartisan organization to “awaken America to its worldwide responsibilities”, the CFR and its close to 5000 elite members have for decades shaped U.S. foreign policy and public discourse about it. As a well-known Council member once explained, the goal has indeed been to establish a global Empire, albeit a “benevolent” one.

 

Based on official membership rosters, the following illustration for the first time depicts the extensive media network of the CFR and its two main international affiliate organizations: the Bilderberg Group(covering mainly the U.S. and Europe) and the Trilateral Commission (covering North America, Europe and East Asia), both established by Council leaders to foster elite cooperation at the international level.

 

In a column entitled “Ruling Class Journalists”, former Washington Post senior editor and ombudsman Richard Harwood once described the Council and its members approvingly as “the nearest thing we have to a ruling establishment in the United States”.

 

Harwood continued:

“The membership of these journalists in the Council, however they may think of themselves, is an acknowledgment of their active and important role in public affairs and of their ascension into the American ruling class. They do not merely analyze and interpret foreign policy for the United States; they help make it.

 

They are part of that establishment whether they like it or not, sharing most of its values and world views.”

 

However, media personalities constitute only about five percent of the overall CFR network. As the following illustration shows, key members of the private Council on Foreign Relations have included:

several U.S. Presidents and Vice Presidents of both parties;

almost all Secretaries of State, Defense, and the Treasury;

many high-ranking commanders of the U.S. military and NATO;

almost all National Security Advisors, CIA Directors, Ambassadors to the U.N., Chairs of the Federal Reserve, Presidents of the World Bank, and Directors of the National Economic Council;

some of the most influential Members of Congress (notably in foreign & security policy matters);

many top jounalists, media executives, and entertainment industry directors;

many prominent academics, especially in key fields such as Economics, International Relations, Political Science, History, and Journalism;

 

many top executives of Wall Street, policy think tanks, universities, and NGOs;

as well as the key members of both the 9/11 Commission and the Warren Commission (JFK)

 

Eminent economist and Kennedy supporter, John K. Galbraith, confirmed the Council’s influence: “Those of us who had worked for the Kennedy election were tolerated in the government for that reason and had a say, but foreign policy was still with the Council on Foreign Relations people.”

 

And no less than John J. McCloy, the longtime chairman of the Council and advisor to nine U.S. presidents, told the New York Times about his time in Washington: “Whenever we needed a man we thumbed through the roll of the Council members and put through a call to New York.”

FBI Spying On Trump Started In London, Earlier Than Thought, New Texts Implicate Obama White House

 

A new report from John Solomon of The Hill ties together several loose threads floating around over the genesis of the FBI/DOJ espionage operation against the Trump campaign, who was involved in the "setup" of campaign aides, and how text messages between FBI employees suggest that the Obama White House was not only aware of the operation - but possibly directing it.

 

Not only is the timeline moved up from the summer of 2016 to spring, Solomon provides clarification on early contacts between the players involved in DOJ/FBI sting and Trump campaign aides. “The revelation of purposeful contact initiated by alleged confidential human sources prior to any FBI investigation is troublesome,” Rep. Mark Meadows (R-N.C.), an ally of President Trump and chairman of a House subcommittee that’s taking an increasingly aggressive oversight role in the scandal, told me. “This new information begs the questions: Who were the informants working for, who were they reporting to and why has the [Department of Justice] and FBI gone to such great lengths to hide these contacts?”

 

Retired assistant FBI director for intelligence Kevin Brock also has questions. Brock supervised an agency update to their longstanding bureau rules governing the use of sources while working under then-director Robert Mueller. These rules prohibit the FBI from directing a human source to perform espionage on an American until a formal investigation has been opened - paperwork and all.
