I think all counterfeit bills discovered are supposed to eventually end up in their hands for analysis and storage.
It appeared that was an organized counterfeit operation by rogue intelligence of some kind. Would be interesting to know where the bill is now; the Secret Service not taking possession of it would seem to suggest their involvement, or that they were ordered to stay away by some other agency.
