Would someone without internet at home, who visits a library to get online, have access to same information as Anon X searching on his preferred tool at his preferred location?

Do government provided phones (presumably used to access internet) filtrate content?

Otherwise stated, do government provided tools come equipped with a version of shadow banning on steroids?
