Byakko's report is that the government uses corporate taxes to subsidize living in the region. Primarily through heating cost subsidies. There are a lot of people in Alaska who are effectively on a weird form of corpo-government welfare, paid to exist for some reason or another. There are a lot of people in remote locations that are hard to access and document. Much of the actual labor force is seasonal, traveling in from out of state to work during the winter months when the ground is solid.
Other than that, Byakko is fire and forget. If there is more shady business going on, it will be uncovered. If not yet, then as this begins to unravel.
