Amateurs yes but many of them are vets. They are an organization of vets that seek out homeless vets and try to get them shelter, better lives, back on their feet etc and were checking out homeless encampments nearby when they found these tunnels and all the children's stuff and started investigating.

They've been at it a week. Police have come and gone and gave them permission to be there, according to a local CBS affiliate whose article i have linked twice already. The CBS article also stated that the people would be removing evidence from the site and given to homeland security. So if they're doing anything illegal the media and local police are complicit. I'm just trying to think critically here
