Probably means he could not post securely until security-related issues were cleared up. Exactly what was "off" and needed to be fixed would be unwise for Q or anyone to reveal. Obviously the 8ch infrastructure was/is a target for all the world's blackhats. That's why the blackout (Q not posting for an extended period of time) was necessary and why the 8ch systems upgrade was necessary.
Whatever was done, the environment is more secure now, for Q to post and also for anons' IP addresses and other info not to be revealed.
