An eye for an eye means do not go above and beyond what you are due. It is an expression, an idiom, not literal.
ie If someone cheats you, they should repay what they have stolen, you do not have the right to financially destroy them because they stole from you.
It's the difference between revenge and restoration.

It makes no sense to take someone's eye out if they are responsible for the loss of another person's eye.
