"Why is the logo of Charleston’s Commission of Public Works the Saudi crest with crossed cannons instead of swords?"

Those are palmetto trees. Adopted as the state symbol after the battle at Ft. Moultrie on Sullivan's Island in the Revolutionary War. The fort was made from palmetto trees and the British cannon balls bounced off of them because they are really a type of shrub and are spongy, not woody. The cannons are included because of this. Neat little history, look it up.
