Not so sure, but you might be right. Russian cabal is not the Russian government (slight stretch!), but Assad is a legitimate head of State. I think this is a back door for POTUS/Assad to find a way out of the mess that is a US black ops that POTUS wants rid of. POTUS can tell Assad to get Iran to hell out of Syria & placate Israel over Hezbollah. Syria is a bigger mess, but more manageable than the Iranians are at present. Isolate Iran and we'll have that 11/11/18 parade in fine style.
