It is a big deal depending on the guarantees the database provides. USUALLY the database will use the time it receives data upon insertion, because database is the arbiter of truth. It can not be the case but that would mean it's setup specifically designed to merge say a nosql db approach. It either means retardation is going on in the implementation, or it's being hammered specifically in a way to say they know implementation details to force that outcome.
As a service provider, I would consider it a bug to ever show data out of order by time since my servers can tell time and do not rely on user time specifications (delorean from the future problems, or pre-epoch). But yes it is an interesting thing of note.
