CHILLICOTHE, Mo. (AP) — A former respiratory therapist who worked at a northern Missouri hospital where nine people died under suspicious circumstances 20 years ago has been charged in one of the deaths.

 

Jennifer Anne Hall, 41, was charged last week with first-degree murder in the 2002 death of Fern Franco, who was one of nine people who died of cardiac collapse between Dec. 16, 2001, and May 18, 2002, at Hedrick Medical Center in Chillicothe, Missouri, KCUR reported.

 

The Livingston County Sheriff's office said Tuesday authorities continue to search for Hall, who might be using the name Semaboye.

 

Hall worked as a respiratory therapist at the 49-bed hospital when the patients died. Doctors and nurses at the hospital viewed the numbers of deaths as “medically suspicious,” according to a law enforcement record supporting the probable cause for her arrest.

 

The case was revived after an analysis of Franco’s tissue samples found succinylcholine and morphine, which were not prescribed or ordered for her by her doctors, according to a probable cause statement by Chillicothe Police Officer Brian Schmidt.

 

Some staff at the hospital believed Hall was responsible because of her proximity to the stricken patients, her access to deadly pharmaceuticals, and because she notified staff of every patient's cardiac emergency, according to the probable cause.

 

She was placed on administrative leave on May 21, 2002, three days after Franco’s death.

 

An overdose of succinylcholine causes slow suffocation. At least nine suspicious deaths and 18 suspicious medical emergencies at Hedrick Medical Center during that time period were suspected overdoses of succinylcholine or other drugs.

 

Hall denied involvement in the deaths during an interview with the Kansas City Star in 2015.

 

Matthew O’Connor, a Kansas City attorney who represented Hall in the past, said the murder charge was based on “conjecture and speculation.”

 

“This isn’t lawyer talk — there aren’t facts in support of it because Ms. Hall did not commit these acts,” he said.

 

Before she worked at Hedrick Medical Center, Hall was convicted of setting fire to Cass Medical Center in Harrisonville, Missouri, where she was hired as a respiratory therapist. She spent a year in prison before an appeals court vacated her conviction because she received ineffective counsel at trial. A jury acquitted her at a subsequent retrial.

 

The families of five of the nine patients who died during that period filed wrongful death lawsuits against the hospital in 2010, claiming the hospital covered up possible foul play in their relatives' deaths. An appeal filed in 2013 alleged that employees at the hospital believed they would be fired if they raised suspicions about the deaths.

 

In 2019, the Missouri Supreme Court threw out the lawsuits, ruling that the families had filed their actions after the statute of limitations had run out.

Hidden away in Coinbase Global's disappointing first-quarter earnings report—where the U.S.'s largest cryptocurrency exchange reported a quarterly loss of $430 million and a 19% drop in monthly users—is an update on the risks of using Coinbase's service that may come as a surprise to its millions of users.

 

In the event the crypto exchange goes bankrupt, Coinbase says, its users might lose all the cryptocurrency stored in their accounts, too.

 

Coinbase said in its earnings report Tuesday that it holds $256 billion in both fiat currencies and cryptocurrencies on behalf of its customers. Yet the exchange noted that in the event it ever declared bankruptcy, “the crypto assets we hold in custody on behalf of our customers could be subject to bankruptcy proceedings.” Coinbase users would become “general unsecured creditors,” meaning they have no right to claim any specific property from the exchange in proceedings. Their funds would become inaccessible.

 

That shouldn't happen.

 

An individual's ownership of cryptocurrency is supposed to be immutable and absolute; that's one of the key selling points touted by blockchain evangelists everywhere. But when a user creates a Coinbase account, they often end up storing their cryptocurrency in a wallet controlled by Coinbase, which means the individual is giving away at least part of their control over their own funds.

 

Access to a crypto wallet is governed by a private key, which is a long string of characters that effectively acts as a password. Without the key, the cryptocurrency in the wallet can't be accessed. On Coinbase, the exchange holds the private key and lets users access the funds within the wallet using a more conventional password. The setup makes it easier for users to enter their accounts, by remembering an easier password.

 

Yet it means that, when push comes to shove, Coinbase ultimately governs whether a user gets access to those assets.

 

In comments shared on Twitter, Coinbase CEO and founder Brian Armstrong said the exchange had "no risk of bankruptcy," and that the disclosure was made due to new rules set by the U.S. Securities and Exchange Commission regarding public companies that hold crypto assets on behalf of others.

 

"This disclosure makes sense in that these legal protections have not been tested in court for crypto assets specifically, and it is possible, however unlikely, that a court would decide to consider customer assets as part of the company in bankruptcy proceedings even if it harmed consumers", Armstrong tweeted, while reassuring users that "your funds are safe at Coinbase."

 

Coinbase does offer a self-custody wallet, titled “Coinbase Wallet”, where the user knows their private key, and a Coinbase Wallet—or any crypto wallet—is not required to trade crypto on Coinbase. But by admitting that crypto assets aren't secure in the event of a bankruptcy, Coinbase is also highlighting a major difference between storing your funds with blockchain exchanges, versus keeping cash with traditional banks.

 

Bank accounts in the U.S. are protected by deposit insurance offered by the Federal Deposit Insurance Corporation. In the event a bank fails, the FDIC steps in to protect deposits up to $250,000, preventing depositors from going broke along with the bank. Crypto exchanges don't offer that same protection—which is the primary reason why crypto enthusiasts advise investors to hold their cryptocurrency in a personal wallet, rather than on an exchange.

 

Coinbase shares fell 15.6% in after-hours trading after the exchange released its earnings, dragging the crypto exchange's stock price down to 80% below its Nasdaq debut in April 2021. Besides reporting a declining user base and lower than expected revenue, trading volume on the Coinbase exchange declined from $547 billion to $309 billion in the first quarter, over the same period last year. Coinbase warned that trading volume was likely to decline further in the current quarter.

Lake Powell, one of the most important reservoirs in the western U.S. is about to hit a 'worrying new low', at just 24 per cent of its maximum capacity, authorities warn.

 

Sitting at the border of Utah and Arizona, Lake Powell is part of a system that supplies water for 40 million people in multiple western states, and through the Glen Canyon Dam, supplies power for more than five million people.

 

Water level readings from this week, by the U.S. Bureau of Reclamation, found that the lake was 3,526 feet above seal level, which is 24 per cent capacity.

 

This puts it just one foot above a crucial threshold set up in drought contingency plans, where additional releases from upstream water sources will need to be released in order to ensure millions still have access to water.

 

Authorities involved in the reservoir say the lake could dip below that pint, triggering the contingency plans, although its expected to be restored later in the Spring.

 

This low water level risk comes amid a severe drought in the region and prolonged periods of dry weather, including a very dry summer in 2021.

 

The Colorado River flows from the Rocky Mountains in Colorado through the southwestern U.S., passing through an elaborate water-management system designed to tame the yearly floods from spring snowmelt and to provide a reliable supply of water for residents as far away as California.

 

In the past decade it has been hit by prolonged drought conditions, combined with increasing populations and higher levels of water withdrawal.

 

Last August the federal government declared the first ever water shortage for the areas surrounding and serviced by the Colorado River.

 

Along with Lake Mead, Powell is the largest reservoir in the country, and crucial to keep water systems on the Colorado River functioning - both are at a record low.

 

The lake has been hitting a series of new lows since its previous lowest record of 3,555.09 feet last July, but could go below 3,526 in the coming weeks.

 

While it is unlikely to stay that low, thanks to Spring runoff, it still puts it close to the cutoff level for the Glen Canyon Dam, which needs at least 3,490 ft of water to run.

 

If it goes off, up to 5.8 million homes and businesses could be without electricity.

 

The cutoff point, where the power plant could shut down, is 3,525ft of water - designed to leave a buffer for the power to keep running. It is a foot away.

 

'We're kind of in some uncharted territory, socially and economically,' Justin Mankin, from the National Oceanic and Atmospheric Administration's Drought Task Force, told CNN in an interview about the lake water level.

 

'It's totally within reason to expect that the next couple of weeks or so for [Lake Powell] to fall below the critical level.'

 

Bureau of Reclamation forecasters say if it does drop below this level, it will only contain a quarter of the water it was created to store, and will be at high risk.

 

By the Spring, thanks to mountain snow melts running into tributaries that spread into Lake Powell, it is expected to go back above the threshold, but the experts say the fact it dropped this low is a sign of increased stress on the river system.

 

As well as impacting power supplies, Southern Nevada will be among the worst hit, as 90 per cent of its residents rely on the Colorado River for drinking water.

 

'The effects of Lake Powell dipping below its critical threshold in spring could reverberate through the states reliant on that water months down the road,' Mankin said, particularly in terms of power.

 

'The drought is pretty baked in,' Mankin said. 'My expectation is fully that the American West is going to be in a drought through the rest of this year, at the very least. To recover from this thing, we're talking about multiple seasons of above-average precipitation.'

 

Chuck Cullom, executive director of the Upper Colorado River Commission, said this is all part of the impact from droughts and climate change being felt.

 

The problem is at the source, with lower levels of runoff from snow, according to Cullom, explaining this is due to the planet getting warmer.

 

In California, which is serviced by Lake Powell, drought conditions caused a hydropower plant on Lake Oroville to be shut down due to low water levels.

The Chinese military deployed forces all around the island of Taiwan over the weekend in a set of large-scale military drills that one Chinese military analyst called a “rehearsal of possible real action.”

 

On Monday, the Chinese People’s Liberation Army (PLA) announced its Eastern Theater Command organized maritime, aerial, conventional missile and other forces around Taiwan and carried out drills around the island from Friday to Sunday. The Eastern Theater Command said the drills were intended “to test and improve the joint operations capability of multiple services and arms.”

 

While Taiwan governs itself as an independent nation, China considers the island a part of its territory and Chinese officials have repeatedly discussed “reunification” with the island, including by means of military force.

 

The Chinese state-run Global Times publication reported maritime, aerial, conventional missile and “other forces” participated in the drills around Taiwan. During the drills, China’s Liaoning aircraft carrier deployed east of the island while a large number of Chinese aircraft and warships carried out drills to the island’s west.

 

The Ministry of National Defence for the Republic of China (the formal name of the Taiwanese government) documented several instances of Chinese military aircraft entering its air defense identification zone (ADIZ) over the course of the three-day exercise. 12 Chinese fighter jets, two bombers and four other Chinese aircraft entered Taiwan’s ADIZ on Friday. Two bombers and three other aircraft entered Taiwan’s ADIZ on Saturday. Two more aircraft entered the ADIZ on Sunday. China flies military aircraft into Taiwan’s ADIZ on a near-daily basis.

 

Song Zhongping, a Chinese mainland military analyst told the Chinese state publication that the PLA’s drills were “like a rehearsal of possible real action.” Song noted the participation of air and naval forces, but noted the seeming lack of amphibious landings and actions by ground forces during the drills.

 

“In preparation of and a possible real action of military conflict in the Taiwan Straits, all PLA forces will play their roles, as they will surround the entire island, seal it off and launch effective strikes,” Song said according to Global Times.

 

Song also reportedly said “by having the Liaoning aircraft carrier group positioned east of Taiwan, the PLA not only cuts off possible reinforcements from foreign interference forces, but also launches attacks on military bases east of the Taiwan island, and intercepts any escape attempts from secessionist forces.”

 

The PLA appeared to conduct the drills in response to recent U.S. interactions with the island. Data from USNI News’ naval fleet tracker indicates the USS Abraham Lincoln (CVN-72) was active near Taiwan on May 2.

 

Song reportedly predicted “more training courses will be added, more types and a larger number of equipment will be deployed, and more frequent drills will take place if Taiwan secessionists and external interference forces do not stop.”

World leaders urged to make firm commitments at Second Global COVID19 Summit by ACT Accelerator agency leads

This week, world leaders will gather to consider crucial next steps in the global COVID-19 response. We applaud the co-hosts of the Second Global COVID-19 Summit – the United States, Belize, Germany, Indonesia and Senegal – for bringing together governments from across the globe to make concrete commitments to vaccinate the world, save lives now and build better health security.

 

Recent WHO estimates show the death toll associated with COVID-19 in 2020 and 2021 was just under 15 million, a sobering reminder of the human cost of this pandemic. With reported cases falling globally, it is tempting – but misguided – to think the crisis is over. This is the moment to intensify efforts, not to ease off. This summit gives leaders the opportunity to write the closing chapters of the pandemic – an opportunity they cannot afford to miss.

 

It is imperative that leaders seize this opportunity to mobilize the funding and political will required to achieve global targets for COVID-19 vaccination coverage, testing rates and access to treatments, including oral antivirals and oxygen. Achieving these targets is essential to ending the pandemic, by reducing transmission and protecting everyone from the harms of COVID-19.

 

A decisive global response will mitigate the economic fallout of COVID-19, including the supply disruptions that are contributing to inflation and slow growth in many parts of the world. Definitively ending COVID-19 will also enable the world to better focus on reversing the lost progress against other diseases and getting routine immunization back on track, especially critical for children’s survival and development.

 

However, the current context for ending the pandemic is making this work harder. Testing rates around the globe are plummeting, which means we cannot track the trajectory of this evolving virus, with low-income countries testing at an average of just 5 tests per day per 100,000 people – far from the goal of 100 per day.

 

Despite the significant progress made increasing coverage rates in lower-income countries, millions are still unvaccinated and exposed, with just over 15% of people in low-income countries having received a vaccine. Supporting country targets in light of the WHO goal of 70% coverage – especially prioritizing full coverage of at-risk groups – remains the best way to save lives, protect health systems and minimize cases of Long COVID. Access to effective new antivirals is limited by constrained supply and low testing rates, while medical oxygen and PPE shortages are still impacting many countries.

 

The ACT-Accelerator published a strategic plan and budget in October 2021 to address these inequities. We have made concrete progress on all fronts – but the partnership still faces a huge financing gap. We, the leaders of the ACT-Accelerator’s constituent agencies, are concerned that 6 months into our new budget cycle, just over 10% of our financing needs have been met.

 

Three months ago, we launched our financing framework with ‘fair share’ asks of the world’s richest countries, calculated based on the size of their national economies and what they would gain from a faster recovery of the global economy and trade. As of today, 6 countries have led the way in pledging at least 25% of their fair share – but we need more.

 

With the world’s attention drawn to other urgent crises, billions of people continue to suffer from a lack of equitable access to COVID-19 tools – taken for granted in many countries – due to a lack of funds and political will. Countries are juggling multiple competing health, economic, and social priorities, but they will drop all of these balls if the pandemic is prolonged and allowed to flare up again. A lack of funding for the rollout of vaccines and treatments is curtailing ambitions, precluding the population-wide vaccination campaigns and intensive outreach needed.

 

The BA.4 and BA.5 Omicron sub-variants driving up deaths and hospitalizations in places with high immunity is a warning that the global response needs to get ahead of future Variants of Concern. We must invest in research and development to update our tools, rolling out vaccines, tests and treatments to reduce and monitor transmission, while mitigating the impact of the pandemic and protecting essential services. Such actions should underpin anendgame strategyfor the pandemic.

Bachmann’s concern is over the vote that will take place on May 22 in the World Health Organization’s (WHO) governing legislative body, the World Health Assembly (WHA). The vote is to ratify the amendments proposed by the Biden administration and are scheduled as “Provisional agenda item 16.2”.

 

Bachmann spoke about the dilemma on Steve Bannon’s War Room.

 

“This authority that they will be given will impact 99.4% of all the people in the world,” Bachmann said. “There are 193 nations belonging to the UN. The Biden administration is bringing amendments that were proposed that all nations of the earth cede their sovereignty over their national health care decisions to the WHO.”

 

“This means that the WHO would have decision-making authority to intervene in the United States government policy and any nation of the world without our permission. For instance, the lockdown where you see 26 million people today locked down in Shangai, China. They can’t leave their apartments or homes. So it’s important now that we get to Kevin McCarthy, the leader of the House, Mitch McConnel, the leader of the Senate, and demand that they drop everything and .have a joint press conference and that nothing is going to happen in the United States government until Joe Biden drops these amendments, and agrees that we will not give away United States sovereignty to the UN. This is a global power grab that we have never seen in our lifetimes, and if this goes through, nothing else matters.”

 

“The vote takes place May 22 through 28 in Geneva, Switzerland, and goes into effect in November,” Bachmann said. “Which means it won’t matter which party wins the elections in November because the global authority will already have transferred to the WHO. That’s why this is so important. It’s why we have to get the US Senate involved, the US House involved, so they stop this dead in its tracks right now, or we lose authority here in the United States.”

Bachmann cited her experience as Dean of the Robertson School of Government at Regent University, as a former member of Congress, and as a former Presidential Candidate.

 

“This should set your hair on fire,” she emphasized. “This is real. This is the greatest attack we have ever had on United States Sovereignty. “And I believe they already have the votes. The clock is striking at 11:59. We’ve got to get the Republican leadership involved to stop this. The Democrat leadership won’t. The Republican leadership has to sound the alarm and get involved.”

 

“[The Republican leaders] don’t know. They’re clueless. They’re busy focusing on the here and now, which is raising money so they can win re-election this fall,” Bachmann said. “But this is the here and now. We cannot allow Joe Biden to give away American sovereignty and really for all of the 193 nations of the world’s sovereignty to the hapless WHO. which is a subsidiary of the Communist Chinese government, and they will then have authority over the United States, over us, and we will effectively be vulnerable to losing our freedom to the WHO.”

WCH: “THREAT TO SOVEREIGNTY AND INALIENABLE RIGHTS.”

In an open letter on the WHO’s pandemic treaty, the World Council for Health wrote, in part:

 

“The proposed WHO agreement is unnecessary and threatens sovereignty and inalienable rights. It increases the WHO’s suffocating power to declare unjustified pandemics, impose dehumanizing lockdowns, and enforce expensive, unsafe, and ineffective treatments against the will of the people.”

 

“Historically, the WHO leadership has failed the people. Among many examples, it approved the injurious H1N1 (swine flu) vaccine for a controversially declared pandemic. Equally, the WHO failed during the Covid-19 chapter as it encouraged lockdowns, suppressed early preventive treatments and recommended product interventions that have proven to be neither safe nor effective.

 

“The WHO cannot be allowed to control the world’s health agenda, nor enforce biosurveillance. While it receives funding from public sources belonging to the people, it is caught in a perpetual conflict of interest because it also receives substantial funding from private interests that use their contributions to influence and profit from WHO decisions and mandates. For example, the Gates Foundation and the Gates-funded GAVI vaccine promotion alliance contribute over $1 billion a year.”

 

America Out Loud explained the amendments:

 

“These amendments will empower WHO’s Director-General to declare health emergencies or crises in any nation and to do so unilaterally and against the opposition of the target nation. The Director-General will be able to declare these health crises based merely on his personal opinion or consideration that there is a potential or possible threat to other nations.

 

“These regulations are a “binding instrument of international law entered into force on 15 June 2007.” U.N. members states can be required by law to obey or acquiesce to them.

 

These new amendments will allow the WHO director to declare health emergencies at will. Under the new regulations, WHO will not be required to consult with the identified nation beforehand to “verify” the event before taking action.

BIDEN AND WHO: NEW WORLD ORDER AGENDA

Biden has a long history of advocating for a New World Order. Most recently, in March, Biden stated in an address to the Business Roundtable’s CEO Quarterly Meeting that his administration would be a leader in the “new world order.”

 

In 1992, then-Senator Biden wrote an op-ed for the Wall Street Journal entitled “How I Learned to Love the New World Order.” In the article, Biden – who was also the Senate Foreign Relations Committee’s European Affairs Subcommittee – said: “Having contained Soviet communism until it dissolved, we need a new strategy of “containment” – based, like NATO, on collective action–but directed against weapons proliferation.”

 

In the article, Biden called for increasing the powers of NATO and the UN.

 

Again, at an Export-Import Bank Conference in 2013, Biden made an explicit call to establish a New World Order.

 

In this regard, Biden is in lock-step with the UN. At their meeting in Nairobi in March 2019, The Environment Assembly presented a set of resolutions that included an explicit call for a new world order by the UN Environment’s Acting Executive Director Joyce Msuya as part of the UN’s ecological program:

 

“If countries deliver on all that was agreed here and implement the resolutions, we could take a big step towards a new world order where we no longer grow at the expense of nature but instead see people and planet thrive together.”

 

NEW WORLD ORDER: TOWER OF BABEL

Rabbi Pinchas Winston, a prolific end-of-days author, explained that the Biblical archetype for the New World Order is the Tower of Babel.

 

“Nimrod wanted a New World Order that didn’t have a God in it,” Rabbi Winston explained, “A godless world allows people to do what they want without consequences or moral responsibility. Man ordering society as he wants.”

 

The rabbi noted that Biden now represents the extreme left, creating an interesting dichotomy.

 

“This is what the anti-religious left-wing wants. To the liberals, a godless reality looks like freedom, but it is the opposite. Socialism always leads to fascism. Ironically, godlessness is also the goal of the Russia-China alliance. Putin is anti-God but condemns Western liberalism as a humanitarian crime.”
