Mr Shaheen was asked about the Taliban's requirement for women to wear a hijab - to which he defended by comparing the requirements to COVID-19 mask mandates.
Morgan cited the Taliban's promise to respect the freedom and safety of women when the group took control of Afghanistan in August, but asked why they were still required to undergo such measures "designed to suppress women".
"What you are saying you have gotten from media reports which are not correct," Mr Shaheen told Morgan.
"They are safe, secure, there's no problem with it. About the veil, it is not only in Afghanistan, all over in the Islamic world. You may have it also in the UK, Muslim women are wearing also in UK.
"About the 'only opening the eyes', many are using the mask, there is no problem, it is the same as a mask. The mask is not draconian but the veil is draconian?"
The Taliban on Saturday ordered all women in Afghanistan to wear a hijab - a long black veil covering the person from head to toe.
If they get caught without a hijab, the women's male "guardian" would receive a warning and be imprisoned for repeated offenses.
