BBC climate editor whose sister is an Insulate Britain fanatic made false claims on global warming includingworldwide deaths are rising and Madagascar is on the verge of famine, inquiry finds
A _\Panorama documentary about global warming made a number of false claims__, an internal investigation by the broadcaster has found.
The programme Wild Weather, presented by climate editor Justin Rowlatt, said deaths worldwide were rising due to extreme weather caused by â whereas the opposite is true.
It also claimed Madagascar was on the verge of the first famine caused by climate change â despite other factors being involved.
The programme, broadcast last November to coincide with the climate conference, sparked two complaints investigated by the BBC's Editorial Complaints Unit (ECU).
Last year Rowlatt's sister Cordelia was among a number of Insulate Britain activists arrested for staging a protest at junction 3 of the M25.
Miss Rowlatt, who once appeared on TV advising her brother on how to be more environmentally friendly, pleaded guilty by post at Crawley Magistrates' Court. She was fined ÂŁ300 with ÂŁ85 court costs and a ÂŁ34 surcharge for committing a public nuisance on a highway.
The introduction of Wild Weather said 'the death toll is rising around the world and the forecast is that worse is to come'. The ECU said this risked giving the impression the rate of deaths from extreme weather-related events was increasing.
In fact, as noted by a recent report from the World Meteorological Organisation, while the number of weather-related disasters â such as floods, storms and drought â has risen in the past 50 years, the number of deaths caused by them has fallen because of improved early warnings and disaster management.
BBC News said 'it accepted the wording in the programme was not as clear as it should have been and a public acknowledgement was put on the BBC's Corrections and Clarifications website before the complaint reached the ECU'.
The ECU said this was appropriate but 'an oversight meant the programme was still available on BBC iPlayer without a link or reference to the published correction, and for that reason the complaint was upheld'.
The ECU also considered the language used in the programme about drought. It agreed the evidence showed southern Madagascar had suffered lower-than-average seasonal rainfall in recent years, and that climate change was one factor contributing to famine in the country.
It also noted the reporter's language mirrored that used by the UN's World Food Programme.
But the ECU added: 'The statement that Madagascar was on the brink of the world's first climate-induced famine was presented without qualification, whereas other evidence available prior to broadcast suggested there were additional factors which made a significant contribution to the shortage of food.
The complaint was therefore upheld.'

Moscow claims Ukraine tried to infect the pro-Russian population in the Lugansk Peopleâs Republic with tuberculosis (TB) andallowed the Pentagon to carry out human experiments at Kharkovâs psychiatric wards.
During a briefing on the findings of the Russian Defense Ministryâs investigation into the purportedly US-funded bioweapon labs in Ukraine, Chief of Russiaâs Radioactive, Chemical, and Biological Protection Forces Lieutenant General Igor Kirillov claimed that Russian forces had obtained evidence suggesting Kiev attempted to infect residents of the Slavyanoserbsk district of the Lugansk Peopleâs Republic (LPR) with a highly pathogenic strain of tuberculosis in 2020.
âLeaflets made in the form of counterfeit banknotes were infected with the causative agent of tuberculosis and distributed among minors in the village of Stepovoe,â Kirillov said, adding that the organizers of this crime took into account the behavior of children, which includes âputting things in their mouthâ and handling food without washing their hands.
Kirillov stated that the results of the bacteriological studies confirmed the resistance of the isolated bacteria found on the leaflets to first and second line anti-TB drugs, which meant that thedisease caused by them was much more difficult and expensive to treat.
He went on to quote the conclusion of the Lugansk Republican Sanitary and Epidemiological station, which stated that âthe infection of the banknotes was most likely artificial, since the material contains extremely dangerous strains of the pathogen in a concentration that can ensure infection and the development of the tuberculosis process.â
Kirillov added that the LPR TB dispensary also noted signs of âdeliberate, man-made contamination of leaflets with biomaterials of high pathogenicity.â
Russian officials also claimed that the Pentagon had been allegedly conducting âinhumaneâ experiments on thepatients of at least two psychiatric institutions in Kharkov. âThe main category of experimental subjects was a group of male, highly physically exhausted patients aged between 40 to 60 years,â Kirillov said.
The experiments were run directly by foreign specialists that had arrived in Ukraine through third-party nations to conceal the USâ involvement. The specialists were abruptly evacuated from the country earlier this year, shortly before the Russian military operation kicked off, Kirillov noted.
âIn January 2022, the foreign citizens who conducted the experiments were urgently evacuated, and the equipment and drugs they used were taken to the western regions of Ukraine,â he said.
Last week, the head of Russiaâs Investigative Committee, Alexander Bastrykin, told RT that the service had âclearly identifiedâ multiple Americans involved in the military biological research in Ukraine, including Pentagon employees, as well as companies closely associated with the US military. According to Russian estimates, Washington poured more than $224 million into biological research in the country between 2005 and early 2022, Bastrykin stated.
US officials have confirmed the existence of âbiological research facilitiesâ in Ukraine, but said Washington only provided what they called âassistanceâ for efforts that did not involve the development of bioweapons.

Russia names EU countries linked to Ukrainian biolabs
Germany and Poland have been involved in secretive biological experiments in Ukraine, Moscow has claimed
Russia has ramped up its allegations about the sprawling network of secretive US-funded biological laboratories in Ukraine, stating that other NATO countries have been involved in the questionable research. Apart from the US, Germany and Poland have taken part in biological research programs on Ukrainian soil, Lieutenant General Igor Kirillov, the head of the Russian Radiation, Chemical and Biological Protection Force, said on Wednesday.
âNot only the US, but also a number of their NATO allies are carrying out military biological projects on the territory of Ukraine,â he said. âThe German leadership launched its national biosafety program independent of Washington back in 2013.Some 12 countries, including Ukraine, are involved in the program.â
The effort involves such leading German scientific institutions as the Robert Koch Institute and the Institute of Microbiology of the German Armed Forces, Kirillov said. According to documents obtained by Moscow, the latter obtained some 3,500 samples of blood serum from people living in 25 regions of Ukraine between 2016 and 2019, the official added.
The involvement of institutions subordinate to theBundeswehrconfirms the military nature of biological research conducted in Ukrainian laboratories and raises questions about the goals pursued by the armed forces of Germany, which is collecting biomaterial of Ukrainians.
Poland has been actively involved in such programs as well. Documents show Warsaw has been funding the National Medical University in Ukraineâs western city of Lvov, Kirillov went on. A branch of the university, the Institute of Epidemiology and Hygiene, has participated in US military biological projects, he noted.
Moreover, thePolish Institute of Veterinary Medicinehas been involved âin studies of epidemiological threats and the spread of the rabies virus in Ukraine,â the official stated. âNotably these studies have been carried out jointly with the American Battelle Institute â one of the key contractors of the Pentagon,â Kirillov added.
Russia began publishing evidence it managed to obtain on the sprawling network of US-funded biolabs scattered across Ukraine shortly after the conflict between Moscow and Kiev broke out in late February. The secretive facilities have allegedly been carrying out ethically questionable research and potentially developing biological weaponry.

Bidenâs disinformation chief wants to edit peopleâs tweets
The head of the newly created disinformation board suggests allowing blue-check Twitter users to add comments to posts they deem false
Nina Jankowicz, director of President Joe Bidenâs newly created Disinformation Governance Board, has called for enabling ___blue-check Twitter users such as her to help police commentary on the social media platform__ by allowing them to edit tweets that they consider to be false or misleading.
Jankowicz made her comments in a viral video that surfaced online on Tuesday. After lamenting thatmany verified Twitter users donât deserve to have blue-check status because they arenât trustworthy, she said, âSo verified people can essentially start to edit Twitter the same sort of way that Wikipedia is so they can add context to certain tweets.â
For example, Jankowicz argued, if former President Donald Trump werenât banned from Twitter and posted a message claiming that there was voter fraud in the 2020 presidential election, a verified user could add context, such as information from lawsuits concerning the issue or comments by a state election official. Giving verified users such power would provide âcontext so that people have a fuller picture rather than just an individual claim on a tweet.â
Twitter already includes warning labels to help steer the narrative about sensitive topics, such as Trumpâs election claims and the Covid-19 pandemic. It also offers a reply button for users who want to refute a userâs claim or add context.
Jankowiczâs comments appeared to have been made on a video conference call. The other participants werenât identified in the clip that was posted online. At least two of those on the call were wearing masks, despite the meeting being held through a Zoom call, rather than in person.
Plans for the new Disinformation Governance Board were first revealed publicly late last month by US Homeland Security Secretary Alejandro Mayorkas â two days after billionaire Elon Musk reached an agreement to buy Twitter and vowed to restore freedom of speech on the platform.
Jankowicz, a self-described âdisinformation expertâ who previously advised Ukraineâs foreign ministry and authored a book entitled, âHow to Be a Woman Online,â was named executive director of the board despite having a history of spreading false information herself. For instance, she called the New York Postâs October 2020 scoop on Hunter Bidenâs abandoned laptop a âRussian influence op,â which it was not.
Derisively nicknamed âBidenâs Minister of Truthâ by critics, Jankowicz also called for social media platforms to censor allegations that Covid-19 leaked from a Chinese lab and claimed thatonline mockery of Vice President Kamala Harris and other Democrat politicians was a threat to national security and democracy. She responded to news of Muskâs Twitter takeover by saying, âI shudder to think about if free speech absolutists were taking over more platforms, what that would look like for the marginalized communities, which are already shouldering disproportionate amounts of this abuse.â

Billionaire says Americans avoid work, unlike Chinese
Elon Musk praises Chinese labor, says people in the US âare trying to avoid going to work at allâ
Billionaire entrepreneur Elon Musk, chief executive of Tesla and SpaceX, has predicted that China will produce successful makers of electric vehicles because of the nationâs strong work ethic â an attribute that he sees as lacking in the US.
âI think there will be some very strong companies coming out of China,â Musk said on Tuesday in a Financial Times interview. âThere's just a lot of super-talented hardworking people in China that strongly believe in manufacturing.â
Musk, who ranks as the worldâs richest person with a fortune estimated by Forbes at more than $225 billion, contrasted Chinese manufacturing workers with their counterparts in the US: âThey wonât just be burning the midnight oil, they will be burning the 3 a.m. oil. They won't even leave the factory type of thing, whereas in America, people are trying to avoid going to work at all."
Tesla has reportedly employed some labor practices at its Shanghai factory that it clearly couldnât or wouldnât try in the US. For example, Bloomberg reported last month that after a three-week lockdown ended, workers at the plant were required to sleep and eat on the factory floor. Each employee was issued a sleeping bag and an air mattress and required to work 12-hour shifts, six days a week.
Washingtonâs National Labor Relations Board ruled last year that Tesla unlawfully interrogated and threatened workers over their efforts to form a union. The company also faces an employee lawsuit for allegedly creating a culture of racism. Other workers have accused Musk of being overly demanding.
However, the South African-born Musk himself claims he has never shied away from a heavy workload, telling Bloomberg in 2018 that whenever his employees felt pain, âI wanted mine to be worse.â He famously slept on the factory floor when Tesla was racing to meet production targets for one of its EVs in 2018. At the time, he told CBS News that he didnât have time to go home for a shower, adding, âI donât believe, like, people should be experiencing hardship while the CEO is, like, off on vacation.â
The American work ethic has apparently deteriorated since the Covid-19 pandemic began in 2020. An all-time high of 4.54 million US workers quit their jobs in March, up 23% from a year earlier, leaving employers struggling to fill a unprecedented glut of vacant positions. In many cases, employees have quit rather than return to the office after companies ended remote-work policies instituted during the pandemic.
US worker productivity dropped 7.5% from a year earlier in 2022âs first three months, the sharpest decline since 1947. At the same time, unit labor costs jumped nearly 12%, meaning employers were paying far more to get much less.
Musk reached an agreement last month to buy Twitter for $44 billion, setting off alarm bells among the social media giantâs employees, some of whom accused him of being a racist who will take the company âin the wrong direction.â Musk said last week that heâs not worried about employees leaving Twitter, saying, âItâs a free country,â and those who donât feel comfortable at the company under his leadership may leave of their own accord.

Twitter Is Still Ramping Up Efforts To Suppress Content
While the deal is not yet final, Elon Musk is buying Twitter and heâs promising to make changes to the platform, most notably by lessening the censorship that goes on behind the scenes.
While those of us who doomscroll the hellscape that is the bird app have seen some signs of life in response to Muskâs pledge â long-banned accounts being reinstated, dormant users returning, people on the right finally getting their blue checks â it increasingly seems like those still in charge want to leave as much of a mess for the next owner to clean up as possible.
An example of such began showing itself last week when podcaster Eliza Bleu sent her first op-ed to a friend and asked her to share it. When the friend opened the message, she was greeted with a warning stating âMessage hidden due to suspicious content.â
So much for being a place âto give everyone the power to create and share ideas and information instantly without barriers. Our business and revenue will always follow that mission in ways that improve â and do not detract from â a free and global conversation.â
Bleuâs inaugural op-ed was about Twitter, but that doesnât seem to be what triggered the algorithm, or person masquerading as an algorithm, as the article was more specifically about how Muskâs changes could help lessen child predatorsâ ability to use the app to share media showing sexual abuse. It was not a broadside against Twitterâs current modus operandi. It was not a call for digital anarchy. It wasnât even that pro-Musk. Nonetheless, whatever algorithmic changes that have been rolled out in recent days caught her message.
And sheâs not alone. This also happened to me when I attempted to share a link to an article I wrote in 2014 about becoming pro-life. Granted, I was knowingly engaging in thoughtcrime given the leak of Justice Alitoâs draft opinion in Dobbs v. Jackson, and Twitter would love nothing more than to silence opposition and cow any wavering justices into submission. Regardless, this is what my friends saw:
While my friends, as well as Bleuâs, were able to view the message, this development is reminiscent of Twitterâs reaction to The New York Postâs reporting on Hunter Bidenâs laptop. At the time, users could not only not tweet a link to the piece, they couldnât even direct message it, content warning or otherwise. Jack Dorsey may have called that decision a mistake, but some of the coders behind the scenes evidently do not share that opinion, even today.
When announcing his acquisition of the company, Musk wrote, âFree speech is the bedrock of a functioning democracy, and Twitter is the digital town square where matters vital to the future of humanity are debated.â Today, with these subtle changes, Twitter is now still trying to not only limit debate but prevent friends from sharing their work with one another.
Look, weâre all free not to use Twitter. Honestly, the world would be a better place if none of us did, but Muskâs observation that itâs become the digital town square is accurate. And while physical town squares also feature content moderation in the form of various local laws, thereâs no way to totally silence us as Twitter does. If one were to go old school and write a message on a piece of posterboard with a Sharpie, it would take some time for the police to remove us from our chosen corner of the square, assuming weâd actually broken a law.
When it comes to social media, there are no such laws, or even norms, which are supposedly all the rage these days. Instead, itâs totally dependent on the whims of the Wizards of Oz, pulling strings behind the curtain. And Twitterâs wizards are obviously pulling as many strings as possible ahead of the sale, hoping to create a Byzantine mess so large that itâs impossible to clean up. Elon, though, can fix it.
If he were feeling truly philanthropic, heâd immediately delete Twitter in its entirety upon completion of the sale. Thatâs unlikely to happen given that his goal is to not only free up the platform, but also make it profitable. Musk may be after more conversation, and heâs obviously not trying to destroy it.
But since the rot is still deep within the company, seeking to control which conversations get to happen even now, Musk must channel one such banned user, roll in on day one, and tell a whole lot of employees, âYouâre fired.â If he truly wants a digital town square, itâs the only way to remove the chains that a bunch of lefty nerds are trying to keep us in.
