If you take the time Q posted, 3:58 PM EDT (the timezone in DC) and position a clock as if it were that time, you get the minute hand pointing to 58 minutes.
That coincides with the date of the post, if you take the numbers of days since the 12/07 and then mod 60 (divide by 60 and use the remainder as the answer).
If you're not familiar with mod, it's the same as just counting 1 day for each minute around the clock, and repeating around and around as you see in the image.
I don't personally believe Q is setting himself up to this clock idea.
