'The left is aligned with Islamists': Trump NSC staffer ousted for writing unhinged memo (8/2/2017)

 

A former Trump National Security Council staffer was fired last month because he wrote an unhinged memo that claimed there was a grand conspiracy between Islamists, bankers, globalists and "the left" to bring down President Donald Trump's administration.

The Atlantic reports that Rich Higgins, a former Pentagon official who served in the NSC’s strategic-planning office as a director for strategic planning, was ousted on July 21 over a memo he wrote that embraced wild conspiracy theories to explain the difficulties that Trump was experiencing trying to get his policy agenda passed. "Higgins’s memo describes supposed domestic and international threats to Trump’s presidency, including globalists, bankers, the 'deep state,' and Islamists," The Atlantic writes. "The memo characterizes the Russia story as a plot to sabotage Trump’s nationalist agenda. It asserts that globalists and Islamists are seeking to destroy America."

 

Among other things, the memo alleges that "the left is aligned with Islamist organizations at local, national and international levels," and that all President Trump's enemies are engaging in what amounts to a "Maoist insurgency" against his administration. "Maoist methodologies are described as synchronized violent and non-violent actions," he wrote. "This approach envisions the direct use of non-violent operations arts and tactics as elements of combat power In Maoist insurgencies, the formation of a counter-state is essential to seizing state power. Functioning as a hostile compete state acting within an existing state, it has an alternate infrastructure." The Atlantic writes that Higgins' ouster "marks the latest victory by National-Security Adviser H.R. McMaster in the ongoing war within Trump’s White House between those who believe the president is under threat from dark forces plotting to undermine him, and those like McMaster who dismiss this as conspiratorial thinking."

Another excerpt from The Debrief's article on Garry Reids sexual promiscuity in the Pentagon and his epic failure in Afghanistan.

 

The Debrief was able to speak with a female former Pentagon official who was familiar with the IG’s 2020 investigation into Reid for sexual misconduct and harassment. The former official requested anonymity out of concern for reprisal. The Debrief verified the former official was indeed in a position to comprehensively understand the workplace dynamics in OUSDI under Reid’s leadership.

 

According to the former official, Reid’s inappropriate behavior towards female employees was apparent and widely known amongst the staff at OUSDI. “He was extremely arrogant. It didn’t matter who was around, senior civilian staff, attorneys, military officials. It didn’t matter. He would still do completely inappropriate things.”

 

The career female defense official said she understood why “Employee 2” in the IG investigation didn’t initially report Reid’s behavior, and it only came to light due to another allegation of misconduct.

 

“As a woman working in the Pentagon, which is still largely a boy’s club, when you see someone like Reid blatantly behaving like he did, you say, ‘Why bother?’ Why speak out because all that is going to happen is you’re going to be penalized, but nothing will happen to someone like Reid. So you just accept it’s not worth it.”

 

“And look what happened,” the former female defense official added. “Nothing was done about him sexually harassing one co-worker [Employee 2], while the other co-worker [Employee 1] he was having an affair with got promoted into a senior position. What kind of message does that send?”

 

Another current female defense official who was not working in the Pentagon during the IG’s initial investigation, but whose current position put her in contact with Reid and OUSD(I&S) told The Debrief that she would like to hope things are changing for the better. However, evidence often suggests otherwise.

 

“Let’s be honest here. He [Reid] didn’t get run off until he screwed up Afghanistan and a man [ Elizondo] filed an IG complaint,” said the current female Defense official.

 

“As a woman, personally I look at his behavior and think he’s a pig,” the current female Defense official added. “Professionally, I’d consider him a huge CI [counterintelligence] risk. If I’m a foreign adversary, I realize all I need to do to compromise this guy is wave a skirt in front of him. It’s kind of remarkable he was the head of counterintelligence.”

Top intel official had inappropriate relationship, misused email, Pentagon probe found

 

Garry Reid (the architect of the failed Afghanistan withdrawal) still oversaw a series of sensitive portfolios after the 2020 investigation concluded he violated policy.

 

A top Pentagon intelligence official responsible for some of the most sensitive portfolios engaged in inappropriate conduct with a female subordinate and improperly used his personal email for official business, a newly released investigation by the DoD inspector general alleges. Garry Reid, a retired military officer and career civil servant, was recently relieved of his duties as director of defense intelligence for counterintelligence, law enforcement and security, according to two people with knowledge of the situation. But a third person said he continues to work in the Pentagon as of this week. A Pentagon spokesperson declined to comment, citing Reid’s personal privacy. And Reid, reached by POLITICO, said he could not discuss the matter without prior approval from the Pentagon press office and did not respond to direct questions about his current employment status. Reid, 63, has been carrying out a series of high-profile tasks since the IG investigation was completed in April 2020 after at least four anonymous complaints dating back to 2019. Reid, who has worked at the Pentagon for 15 years, led the Afghanistan Crisis Action Group created during the chaotic U.S. military withdrawal last year. The group was responsible for screening and resettling Afghans who worked with American troops and are in danger of being punished or killed by the Taliban or other terrorist groups. Reid’s office was also responsible for improving the screening of military recruits for extremist behavior after dozens of veterans were implicated in the Jan. 6, 2021, attack on the U.S. Capitol.

 

The prospect that radical elements are hiding inside the military has forced the Pentagon to develop new training and enhance the legal tools at its disposal to spot soldiers who may be supporting violent groups such as white supremacists or otherwise violating their oath to the Constitution. The IG probe investigated Reid’s relationship with two female subordinates, including allegations of inappropriate hugging and kissing, commuting to work and exercising with one of them, and holding frequent private meetings and lunches that further gave the appearance they were having an intimate relationship. “We concluded that Mr. Reid’s overall course of conduct with [the first] subordinate … created a widespread perception of an inappropriate relationship and favoritism,” the IG concluded. “However, we did not find evidence to substantiate the anonymous allegation that Mr. Reid and [the subordinate] engaged in a ‘sexual affair’ and both denied the allegation.” The investigators stated that “we did find many instances of conduct by Mr. Reid towards her that were unduly personal and not professional or performance related.” The IG’s office, which interviewed some two dozen employees, did not corroborate allegations by other employees that Reid had a sexual relationship with the second subordinate. Reid, in his response to investigators, also refuted the allegations that he created the perception of improper behavior for those who worked for him. But the IG said, “We stand by our conclusion that Mr. Reid should have used better judgment to avoid creating a widespread perception of an inappropriate relationship and favoritism.” The IG also found that Reid improperly used his personal email to conduct official business, a potential violation of Pentagon policy. He did not share classified information but “forwarded DoD official communications and information marked as ‘FOUO,’ ‘Unclassified/FOUO,’ and ‘Controlled Unclassified Information’ to his personal email accounts,” the report said, referring to For Official Use Only information.
