Isn't this still over-stating the funds received by Cemex, as stated in the sauce provided? I'm reading it as 57% of the funds allocated to Haitian organizations ($12.36M) went to Cemex Haiti. In other words, they received $7.05M or only 0.5% of the $1.38B USAID for Haiti quoted.

The 56.6% going to beltway firms is more disturbing (assuming Cemex didn't also get some of this funding).
