I’m not sure this means what he thinks, people on welfare usually have more kids and the government limits the purchase by the number of children. But why would they do this to non welfare people?

So Twitter is saying spam/bots/fake accounts represent less thsn 5%, which I doubt, but what about people that have multiple accounts. Surely they must know the real number? He probably doesnt want to pay a premium where fake users can be up to 20%.
