Purposes

1.

The purposes of this code are to

(a) maintain and enhance public confidence and trust in the integrity of members as well as the respect and confidence that society places in the House of Commons as an institution;

(b) demonstrate to the public that members are held to standards that place the public interest ahead of their private interests and to provide a transparent system by which the public may judge this to be the case;

(c) provide for greater certainty and guidance for members in how to reconcile their private interests with their public duties and functions; and

(d) foster consensus among members by establishing common standards and by providing the means by which questions relating to proper conduct may be answered by an independent, non-partisan adviser.

Mario Dion was named Conflict of Interest and Ethics Commissioner on January 9, 2018, following a long and distinguished career with the Government of Canada.

A Montréal native, Mr. Dion obtained a law degree from the University of Ottawa in 1979. Mr. Dion began his legal career in 1980 as a legal advisor at the then-Ministry of the Solicitor General. In 1988, he became the ADM of Communications, Evaluation and Research at Corrections Canada.

From Corrections Canada, Mr. Dion moved to the Department of Justice where he became the Assistant Deputy Minister of Corporate Services in 1992. In 1995 he was appointed Associate Deputy Minister of Justice. From 1996 to 1997 he served as Deputy Clerk and Counsel at the Privy Council Office, responsible for Legislative House Planning and Machinery of Government and then returned to the Department of Justice as Associate Deputy Minister. In 2003, Mr. Dion was appointed Deputy Minister of Indian Residential Schools Resolution of Canada, where he led efforts to bring closure to 16,000 pending litigation files and, ultimately, the historic 2006 agreement with former residential school students.

Mr. Dion served as Chairperson of the National Parole Board from 2006 to 2009, as Commissioner of Public Sector Integrity from 2011 to 2014, and as Chairperson of the Immigration and Refugee Board of Canada from 2015 to 2018.

Nearly 1,600 Canadian soldiers in the regular forces have quit, been kicked out or faced discipline for not complying with the Trudeau government’s mandatory Covid vaccination policy.

According to Blacklock’s Reporter, the Department of National Defence (DND) also forced 307 civilian employees on unpaid leave for not showing proof of at least two Covid shots.

“The chain of command always has the option of taking administrative action in relation to failure to follow an order,” wrote the department. “Canadian Armed Forces members who are non-compliant with the Covid-19 Vaccination Policy are subject to a full range of administrative actions.”

In total 1,573 members of various military branches either quit, were discharged or disciplined for not receiving the shots. When broken down further, 101 of those were resignations, 146 were discharges and 436 are currently under “administrative review that could lead to release.” Continue…

Prime Minister Justin Trudeau has adopted dozens of secret orders-in-council (OICs) since coming to office in 2015, including two during the Freedom Convoy protests.

A small number of reasons are available to governments for keeping OICs secret, including matters of national security, military operations and foreign investments in Canadian companies.

The unpublished OICs – which are hidden from both Parliament and Canadians – are government orders drafted by Cabinet and signed by the Governor General. The number of secret OICs is evidenced by an absent number in the Privy Council’s database.

While Prime Minister Stephen Harper’s government adopted 28 secret OICs during his nine years in office, the Trudeau Liberals are up to 72 in less than seven years – with 21 of them in 2020 alone.

The Toronto Police Service (TPS) is rescinding its Covid vaccination policy for members currently on unpaid leave and inviting them back to work on Jun. 21.

TPS spokesperson Allison Sparkes confirmed the removal of the policy to True North in an emailed statement.

“The Service’s decision to rescind its COVID-19 Mandatory Vaccination Requirement was made in response to the current public health and occupational health context of the pandemic and the unique nature of its work and workplaces. Approximately 99% of our members are fully vaccinated and new hires are required to be fully vaccinated.”

According to an inquiry of ministry, by mid-December 2021, just two weeks after imposing a vaccine requirement on all air and rail travellers, the Public Health Agency of Canada had strong evidence that vaccine effectiveness against omicron infection and symptomatic disease was low.

The response to the inquiry posed by Conservative MP for Oshawa, Colin Carrie, was read into the official Hansard record just one day after the Liberal-NDP coalition in the House voted down a Conservative motion brought forward by health critic Melissa Lantsman to eliminate the vaccine mandate for air and rail travel.

Carrie forced the government to divulge when agencies and ministries became aware that vaccinations would not be effective in stopping the spread of Covid-19, what the feds consider fully vaccinated, and what government uses as definitions of "cases," "sick person," and "vaccine."

Half a month after the feds brought in a travel ban on the approximately 6 million Canadian citizens who either are unvaccinated to Covid-19 or who think their vaccination status is a matter to keep between themselves and their doctor and not themselves, the government and their flight attendant, the data became clear to health agencies that vaccination would not be effective in stopping the spread or symptoms of Covid-19.

Is Mark Carney violating the United Nations' conflict of interest policies by helping fundraise for the Liberal Party of Canada?

Donors were asked to support a Liberal-affiliated research group by Mark Carney, the former Bank of Canada governor who is now a UN special envoy on climate action and finance. He implied for people to chip in, and according to Blacklock’s Reporter, a United Nations ethics code prohibits conflicts of interest by envoys.

On last night's episode of the Ezra Levant Show, we were joined by Franco Terrazzano, Federal Director of the Canadian Taxpayer's Federation, to discuss how the Office of the Prime Minister held meetings with a lobby group to discuss implementing a new 'home equity tax.'

The lobby group, called "Generation Squeeze," has put forth the idea that one of the antidotes to sky-high housing prices across the country is to actually increase the burden on homeowners by introducing a brand new tax.

As Mr. Terrazzano discussed, if this new 'home equity tax' ends up being implemented, millions of Canadian homeowners will essentially be punished for owning a home, and will therefore have significant portions of their retirement nest egg taken from them.

As reported by the Canadian Taxpayer's Federation, “'The government is giving taxpayers every reason to worry that a home equity tax is coming down the pipe,' said Terrazzano. 'If Ottawa isn’t bringing in a new home tax, then the Canada Mortgage and Housing Corporation (CMHC) shouldn't fund and promote home equity tax studies.'”

The birth rate in Canada hit an all-time low in 2020, likely due to increased economic and restriction-related stresses during the peak of lockdowns.

According to data from Statistics Canada, the average birth rate for each woman has decreased by 0.07 per cent to 1.4 children per woman. This led to only 358,604 births in 2020, a 13,434 drop in newborns from the prior year.

As Statistics Canada notes, this is significantly lower than the 2.1 babies per woman rate needed to sustain a population (two babies per couple, plus additional babies spread out in case of infant mortality).

Conversely, the average age of women giving birth continues to rise and now sits at 31.3 years old on average.

Of all the provinces and territories, BC has the lowest birth rate, an abysmal 1.17 births per woman, while Nunavut is the only territory with above replacement level fertility. Saskatchewan comes second at 1.78 births per woman.

Nonetheless, Canada’s population continues to grow, fueled entirely by immigration. Indeed, as we previously reported, Canada welcomed a record 401,000 new immigrants in 2021, and Trudeau has promised to break this record year after year. Continue…

Quebec has become the first province in Canada to begin vaccinating people for monkeypox, even though there are only 25 cases. Canadian mainstream media, which is itself subsidized by the government, was caught spreading fake news stories about the Freedom Convoy.

OTTAWA (LifeSiteNews) – Some Canadian legacy media outlets have claimed the trucker Freedom Convoy was the catalyst for growing “anti-media rhetoric,” including an increase in “online” abuse via social media from those who supported the protesters.

According to Blacklock’s Reporter, a Trudeau government-funded report released last week cites members of Canada’s mainstream media saying there is a rise in “social media trolling.”

CBC Radio host Dave Seglins claimed that the rise of “trolling” includes “political polarization, anger directed at the so-called fake news,” and “growing hate and harassment” which has “been targeting mainstream media online and in the field.”

Allan Thompson, an associate director of the Carleton University School of Journalism and former Toronto Star reporter, claimed that the Freedom Convoy protest in February in Ottawa held on Parliament Hill exposed “so many journalists” to “trauma and harassment.”

Mainstream media coverage of the Freedom Convoy was heavily skewed against the protests and in favor of Trudeau’s use of the Emergencies Act (EA) to crush the protests.

Canadian mainstream media, which is itself subsidized by the government, was caught spreading fake news stories about the Freedom Convoy.

Canada’s state broadcaster CBC had to retract a story that falsely claimed most support for the Freedom Convoy came from foreigners. Trudeau himself used this as a basis for enacting the EA.

The CBC earlier retracted a story that falsely claimed Russia was behind the Freedom Convoy.

For three weeks in February 2022, the Freedom Convoy took to the streets of Ottawa to demand an end to all COVID mandates. As a result, Trudeau enacted the EA on February 14 to shut down the peaceful protest.

Trudeau revoked the EA on February 23 after protesters had been cleared out.

As for the government-funded report, it claims that “Covid-19 only made things worse, turning media workers into targets for the public’s frustration” and that this “came to a head during the Freedom Convoy.”
