It's about the will of the people to choose the representatives they want. Law be damned.
I think only impeachment, rebellion and insurrection disqualify you from office. Technically a person who committed treason can run for office, but since treason is an impeachable offense they can be impeached once elected.

If there was a body that was in charge of giving and refusing security clearances to elected officials, it would abuse its power and refuse clearances to everyone. Just look at how much they redact when giving documents to Congress. We already had the FBI spying on the president, if that same Deep State could refuse him a security clearance they would have. Wolf Blitzer and Acosta would report with glee that "Donald Trump was elected but refused a security clearance because of Russian collaboration as claimed by the FBI "
Denying elected officials security clearances is a slippery slope. The deep state already wields too much power, that would make them even more impervious to regulation
