Dear Mr. President:

 

We write today to call on you to embrace the values of the men and women who serve you in our armed forces. We knowingly break the culture of public silence expected of retired Generals and Admirals to urge you to exert national and global leadership to stem and reverse the rapidly receding tides of American moral authority.

 

For years, the most senior Generals and Admirals have told military veterans that comments about current policy should be left to others. We understand and respect that view. We also believe that compliance that leads us to silence in this instance would make us complicit with actions inconsistent with who we are and what we stand for as military veterans.

We collectively served for hundreds of years in all branches of the Armed Forces. We served without political bias and continue to uphold that principle today. Soldiers, Sailors, Airmen, and Marines live by sets of similar core values and norms that help ensure we are able to serve together without hesitation, wherever and whenever called.

 

These core values provide the foundation for who we are and how we act in the service of our Nation. They offer a basis for our behavior, and when in doubt, they give us a compass that will never let us down. America's military is among the most respected of all institutions in our Nation, and one need only look to our collective core values to understand why.

Bio

 

Eric T. "Rick" Olson currently serves as an independent defense contractor, working with Army brigades and provincial reconstruction teams who are preparing for deployment to Iraq and Afghanistan.

 

Until July, 2008 he was the Chief of Staff and Special Advisor to the Special Inspector General for Iraq Reconstruction.

 

In August, 2006 he began one year of service in U.S. Embassy, Baghdad serving as Deputy Director of the Iraq Reconstruction Management Office and Director of the National Coordination Team, which provides guidance and coordinates the activities of the Provincial Reconstruction Teams in Iraq.

 

Prior to coming to the National Coordination Team, Olson served as the Vice President of MPEG LA (China). He was responsible for the initiation of the first-ever effort to promote intellectual property rights and a patent license model in China.

 

Olson achieved the rank of Major General before retiring from the United States Army in January 2006.In his 33-year military career, he has held several staff positions in joint, combined, and the Department of the Army staffs. He was also the 68th Commandant of Cadets at the United States Military Academy, West Point from 2000 to 2002.

The American College of National Security Leadersis a consortium of retired Admirals, Generals, Ambassadors and Senior Government Executives committed to strengthening the United States' national security initiatives.

 

Today, we are confronted by a growing gap between the values of those who serve our Nation in uniform, and those for whom they willingly execute lawful orders. We fear it is widening to possible fracture. Even as we are concerned, however, we remain optimistic: we know that the situation can be reversed quickly if the values that have served us so well are embedded in the process of making decisions of consequence for our service members.

 

Nowhere is this gap felt more immediately today than in Northern Syria, where U.S. forces are in the process of withdrawing from the area despite the violent consequences the decision will have on our Kurdish partners. While withdrawing ground forces from Syria may be a noble goal, doing so at the cost of abandoning our Kurdish partners, who valiantly fought alongside us to combat ISIS, is not consistent with who we are as a military force. The potential release of thousands of ISIS fighters, enabling their migration to the nations that make up the heart of our NATO alliance, is not consistent with who we are as a military force.

 

When we are forced to turn our backs on our own loyalty, commitment, integrity, honor and trust, our challenges become far more daunting. Allies and partners who have served, bled and died by our side will turn their backs on us. Such a development is not in the national security interest of the United States. And as Commander-in-Chief, you have the utmost responsibility to ensure it doesn't happen.

 

Mr. President, we urge you to adjust course consistent with our vital national security interests and your own unequivocal support for our men and women in uniform.

Rear Admiral James Barnett, USN (Ret) has had a distinguished career in the public and private sector. A surface warfare officer, he has over 30 years of experience in the United States Navy and Navy Reserve, rising to the rank of Rear Admiral and serving as Deputy Commander, Navy Expeditionary Combat Command and Director of Naval Education and Training in the Pentagon. Among other personal awards, he has received four Legion of Merit medals.

Scott O’Meara became the Secretary of ACNSL in October 2021. A former Marine with over 35 years of service, Scott retired as a Brigadier General. He served as Assistant Deputy Commandant for Plans, Policies, and Operations and Chief of Staff for Combined Joint Task Force Operations Inherent Resolve, Director of Strategy and Plans. Brigadier General O’Meara holds an MBA from Embry-Riddle Aeronautical University, and a MS in National Resource Strategy from the Industrial College of the Armed Forces, National Defense University. His distinguished career spans both DoD and industry where he focused on strategy development, joint and combined operational matters, and interagency coordination. He is known for leading and managing large organizations through strategic intent, aligning narrative, and presence, and influencing change through communication and collaboration.

Bob McBrien became the Treasurer of the American College of National Security Leaders in September 2021. He was a leader and innovator in the Office of Foreign Assets Control (OFAC), the U.S. Treasury Department’s sanctions organization, for nearly 25 years. Mr. McBrien is an authority in the employment of U.S. economic sanctions programs and was a participant in the U.S. counter-terrorism program from its 1972 inception to his retirement and in counter-narcotics programs since 1985.

 

His career began as a Special Attorney in the Justice Department’s Organized Crime and Racketeering Section. He moved to the Treasury Department where he worked closely with the U.S. Secret Service, Customs Service, and ATF and began his career-long involvement in the U.S. counterterrorism program and with intelligence issues. He retired in 2011 after 42 years of government service. A career Senior Executive Service member, he was the Associate Director for Global Targeting in the Office of Foreign Assets Control. Following retirement from the Treasury Department, Bob served as a contractor to the Defense Department, advising on sanctions, illicit finance, and countering threat networks. He now consults, provides expert witness services, and serves on boards of advisers to a private sector company and to the Center on Economic and Financial Power of the Foundation for Defense of Democracies. He is a distinguished graduate of the National War College and was a visiting scholar on terrorism at the Center for Strategic and International Studies. He also mentors graduate and undergraduate students at St. Louis University.
