Entry level separations, or uncharacterized discharge, are given to individuals who separate prior to completing 180 days of military service, or when discharge action was initiated prior to 180 days of service. This type of discharge does not attempt to characterize service as good or bad.

Separation from the military services (i.e., the Armed Forces, the Army National Guard, and the

Air National Guard) is a term that encompasses discharge, release from active duty, __release from

custody and control of the military services, transfer to the Individual Ready Reserve__ , and similar

changes in active or reserve status. Separation may occur at the expiration of a definite term of

service, or when a service member elects, or is required, to leave military service, including for

medical, administrative, disciplinary, or punitive reasons. A discharge includes dismissal and

separation or release from active or inactive military status, and actions that accomplish a

complete severance of all military status. The term discharge also includes the assignment of a

reason for such discharge and characterization of service. 38 U.S.C. § 4303; 32 C.F.R. § 70.3(d);

When a characterization of service or other description of separation is not authorized or

warranted, administrative separations of military enlisted persons may be uncharacterized.

Uncharacterized discharges of military enlisted persons result under the following

circumstances: (1) entry-level separation; (2) void enlistment or induction; or (3) dropping from

the rolls. The Commissioned Corps of Public Health Services does not use uncharacterized

discharge to characterize separations. An uncharacterized discharge, regardless of the reason,

still entitles the recipient, who is otherwise eligible, to all rights and benefits under USERRA. 38

For the purposes of characterization of service or description of separation, the military service

member’s status is determined by the date of notification as to the initiation of separation

proceedings. Upon enlistment, a military service member qualifies for entry-level status during

the following: (1) the first 180 days of continuous active military service; or (2) the first 180 days

of continuous active service after a service break of more than 92 days of active service. A

reserve component (i.e., National Guard or Reserve) service member who is not on active duty

or who is serving under a call or order to active duty for 180 days or less begins entry-level

status upon enlistment in a reserve component. Entry-level status for such reserve component

service member terminates on the following: (1) 180 days after beginning training if the service

member is ordered to active duty for training for one continuous period of 180 days or more; or

(2) 90 days after beginning of the second period of active duty training if the service member is

ordered to active duty for training under a program that splits the training into two or more

separate periods of active duty. DoDI 1332.14, Enlisted Administrative Separations, January 27,

2014, Incorporating Change 5, Effective June 12, 2020 at 56.

""#23: Type of Separation."" This entry depends on the Character of Service (24). If block 24 is anything other than Honorable you will typically see “Discharge” or “Discharged”. Other examples include Retirement/Resume Retirement, Discharge, Release from Active Duty or Death. If member was Guard/Reserve and on AD for training you will see “Release from active duty training” or “Release from IADT” or “Released from active duty.”

#23 reads: "RELIEF FROM INITIAL ACTIVE DUTY TRAINING"

""#24: Character of Service."" The “Character of your service” determines your eligibility for VA Benefits. There are 6 types of “discharge of character” listed on military discharges: (1)”Honorable” or “Under honorable conditions”, (2) “General under Honorable Conditions”, (3) “Other than Honorable” (OTH), (4) “Bad Conduct” (BCD), (5) “Dishonorable” (DD), (6) “Entry Level (ELS) or Non-Characterized ” The DD 214 must have a Service Characterization of anything other than dishonorable to be considered a veteran.

#24 reads: "UNCHARACTERIZED"

""#26: Separation Code."" This coincides with section #28 (Narrative Reason for Separation) and typically refers to the expiration of a veteran’s term of service, but other reasons include pregnancy, parenthood, disability, hardship and early release to attend school. The separation codes are used in conjunction with blocks 23, 24, and 28. These codes are intended for Department of Defense (DOD) internal use. The DoD no longer releases the definition of these codes however many of the codes have been previously released and are widely accessible by prospective employers. See the Separation Codes and Separation Program Numbers that have been previously released.

#26 reads: LBK

LBK Involuntary discharge at end active obligated service, USN – Enlisted; OR
