A printing error is delaying the counting of thousands of mail-in ballots in Lancaster County.
Two-thirds of the 21,000 mail-in ballots received can't be scanned because they have the wrong identification code, officials said Tuesday.
The county blames the vendor that printed the ballots.
Officials said the incorrect printing happened after the elections staff approved test ballots – which had the correct code – so there was no way of knowing there was an issue prior to when the ballots could be legally opened Tuesday morning.
Election workers will have to set aside all problem ballots, remark them and then scan them.
"Every ballot that we have received will be counted. There will not be a ballot out there that is not counted that is supposed to be. It will take us a few extra days, and we may have to remark it, but we will take care of it. Everybody's ballot we got will count," Chief Registrar and Chief Clerk of Elections Christa Miller said.
Lancaster County had a similar problem last year when some mail-in ballots could not be scanned. The county changed vendors after that.
Workers will begin remarking and scanning the problem ballots Wednesday morning. Officials expect it to take three or four days.

The Wolf administration announced Tuesday that President Pro Tempore of the Senate Jake Corman will temporarily assume the duties of acting lieutenant governor.
The declaration was sent this afternoon after the governor was informed that the lieutenant governor was going to undergo a procedure to implant a pacemaker with a defibrillator, his campaign announced Tuesday.
“We continue to wish the lieutenant governor the very best as he continues to focus on his health and recovery. However, as the lieutenant governor undergoes a standard procedure, there is a process in place to ensure that our government remains fully operational,” Tom Wolf said. “This is a short-term transfer of power, and we hope and expect the lieutenant governor to resume his duties very soon.”
Per Pennsylvania law, a declaration was sent from a majority of designated cabinet secretaries and the President Pro Tempore to the General Assembly stating that the lieutenant governor is unable to discharge the powers and duties of his office, a release said.
Fetterman’s campaign announced early Tuesday evening that the procedure was successful. “John continues to improve every day, and he is still on track for a full recovery,” his campaign said.
Fetterman may return to his powers and duties four days after a written declaration is sent by his office to the General Assembly noting that no disability exists, the release said.
