No. Only state crimes cannot be pardoned by the president.
I didn't even know they set up an 'autonomous zone' in Atlanta. Going by the definition, these areas might be considered a 'riot', which would make crossing state lines to participate in the zone, a federal crime.

It is likely too dangerous for Project Veritas to do that, but domestic terrorist groups like antifa and black lives matter have long been infiltrated by federal law enforcement, and probably military intelligence.
