US miscounts population, costing one party Congress seats and funding

Census admits overcounts as high as 6.8% and undercounts up to 5%

The US Census Bureau has released a report revealing significant population miscounts in 14 states – only after the erroneous figures were used to divvy up congressional representation and federal funding parameters for the next decade.

 

Net overcounts ranged as high as 6.8%, for Hawaii, while the biggest undercount was 5%, in Arkansas, according to a follow-up survey that was released by the Census Bureau on Thursday. All but one of the seven states with overcounts exceeding 2% are controlled by Democrats. All four states with undercounts exceeding 2% are controlled by Republicans.

 

About one in 20 residents of Arkansas and Tennessee weren’t counted in the 2020 census. Undercounts also were large enough in Florida and Texas – at 3.5% and 1.9%, respectively – to cost the two states congressional seats.

 

Hawaii, Delaware and Rhode Island all got credit for more than one additional resident for each 20 people who were correctly counted. Minnesota and New York also had significant overcounts, at 3.8% and 3.4%, respectively. Utah was the only Republican-led state with a large overcount, at 2.6%. Overcounts reportedly prevented Minnesota and Rhode Island from losing congressional seats.

 

The stakes are high with the census counts because the figures are used to allocate political representation and federal funding. The numbers are locked in as the population basis for each state until the 2030 census, even though they’re now known to be erroneous in light of the follow-up analysis.

 

“These statistical products cannot be used to change the final census count but are useful in assessing the current census, determining how best to estimate the population between now and 2030 and helping to improve future censuses,” the Census Bureau said.

 

The bureau offered no explanation for how errors were made in the 14 states with significant miscounts. The follow-up survey after America’s 2010 census showed that no states had statistically significant miscounts.

 

The miscounts were large in numerical terms. For instance, the 2020 count missed about 325,000 Tennesseans and 550,000 Texans. The census gave New York credit for more than 670,000 residents who don’t exist, and Minnesota’s population was inflated by 215,000. President Joe Biden’s home state of Delaware, which had the second-highest overcount rate at 5.5%, got the benefit of more than 50,000 extra residents.

Russia will not export food to the detriment of its own market, Deputy Chairman of Russia’s Security Council and former president Dmitry Medvedev said, adding that the West has to blame its own “cosmic cretinism” for the looming crisis.

 

In a lengthy Telegram post, Medvedev commented on recent statements by Western leaders about food security. As Russia and Ukraine are major wheat suppliers, accounting for some 30% of global exports, the prices have significantly grown since the launch of the Russian military offensive in the neighboring state and the subsequent sanctions imposed on Moscow by the US, the EU, the UK and some other Western nations. On Wednesday, UN Secretary-General Antonio Guterres said that fertilizers and food products from Russia should be available to the world markets without obstacles.

 

Medvedev agreed that without wheat and other food supplies from Russia, the importing countries would “have a very difficult time,” especially, he noted, because, without Russian fertilizers, “only juicy weeds [would] grow” on their fields.

 

“Well … that’s sad. They’ve got themselves to blame,” he wrote.

 

In Medvedev’s opinion, the West is now “backing up” because “all these hellish sanctions are worthless when it comes to vital things,” such as food or energy.

 

Sanctions interfere with everyone’s desire to live a normal, prosperous life, the former Russian president argued. The expansion of NATO and the “mess with the calculations of debts, payments and other things” have aggravated the situation, he said.

 

“And what interferes the most is [the West’s] own cosmic cretinism,” he claimed.

 

According to Medvedev, Russia is ready to fulfill all of its obligations, but it has the right to expect some assistance from trading partners. Otherwise, he emphasized, there would be no logic to it: “On the one hand, insane sanctions are being imposed on us, and, on the other hand, [the West] is demanding food supplies.”

 

“It will not happen, we’re not idiots,”he said, adding that there would be no export deliveries to the detriment of the Russian market.

 

“Food for the citizens of Russia is a sacred matter,” he said.

 

Earlier on Thursday, Russian presidential adviser Maxim Oreshkin predicted a global famine which, in his opinion, would start “by the end of the autumn or by the end of the year.”

 

Since the launch of the Russian military operation in Ukraine in late February, Moscow, Kiev, and various Western players have been pointing fingers at each other over the looming food crisis.

 

During the G7 summit in March, French President Emmanuel Macron came up with a global “initiative for food security.” It involves an emergency plan for the release of stocks in the event of a crisis, a multilateral commitment not to impose restrictions on the export of agricultural raw materials, a temporary increase in production thresholds, supporting sustainable food production in the most vulnerable countries, and creating a mechanism which would enable providing them with agricultural products “in sufficient quantity and at reasonable prices,” if the need arises.

US to send anti-ship missiles to Ukraine – Reuters

 

Washington is reportedly looking to provide powerful missiles to help break a Russian naval blockade of Ukrainian ports

President Joe Biden’s administration is reportedly maneuvering to send more advanced anti-ship missiles to Ukraine to help the former Soviet republic break a Russian naval blockade of its Black Sea ports.

 

The missiles in question are the Harpoon, made by Boeing, and the Naval Strike Missile (NSM), made by Kongsberg and Raytheon Technologies, Reuters reported on Thursday, citing three unidentified administration officials and two congressional sources. Talks are active on whether to ship the missiles directly to Kiev or to transfer them through a European ally.

 

Ukrainian President Volodymyr Zelensky has been lobbying since at least April for his Western backers to provide Harpoons or other missiles with similar capabilities. However, as Reuters noted, countries have avoided being the first nation or the only nation providing such weaponry to Kiev, “fearing Russian reprisals if a ship is sunk with a Harpoon from their stockpile.”

 

One “well stocked” country is now considering becoming the first to ship such missiles to Ukraine, while others might follow, according to the report. The NSM can be launched relatively easily from the coast and has a maximum range of 250 kilometers. NATO allies have mobile ground-based NSM launchers available to loan, Reuters said, and the warheads would come from Norway.

 

The Harpoon can destroy targets from nearly 300 kilometers away, but it’s typically used as a ship-to-ship missile, and there are few platforms available for launching it from shore. The US may try to solve that issue by pulling a launcher off an American warship, Reuters said. The Harpoon cruises in a low, sea-skimming trajectory and has active radar guidance.

 

Ukraine has also requested Multiple Rocket Launcher Systems (MRLS), such as Lockheed Martin’s M270, which now can reportedly be considered for shipment after Thursday’s passage of a $40 billion aid bill by the US Senate. The M270 can hit a target upward of 70 kilometers away, a far longer range than is offered by Ukraine’s existing howitzer rounds.

 

Breaking the Russian blockade of Odessa and other Black Sea ports might allow for shipments of wheat and other Ukrainian exports to get out of the country. Russian officials have warned that Western weapons shipments to Ukraine are “pouring oil on the flames” and could spark a wider conflict.

 

In debating the massive Ukraine aid bill last week, US Representative Matt Gaetz (R-Florida) said that by ramping up weapons shipments to Kiev and sanctions against Moscow, the Biden administration was “sleepwalking” into war with Russia.

 

Russia attacked the neighboring state following Ukraine’s failure to implement the terms of the Minsk agreements, first signed in 2014, and Moscow’s eventual recognition of the Donbass republics of Donetsk and Lugansk. The German- and French-brokered Minsk Protocol was designed to give the breakaway regions special status within the Ukrainian state.

 

The Kremlin has since demanded that Ukraine officially declare itself a neutral country that will never join the US-led NATO military bloc. Kiev insists the Russian offensive was completely unprovoked and has denied claims it was planning to retake the two republics by force.

Russian and US top generals hold talks

 

Russian and US chiefs of staff have discussed the ongoing crisis in Ukraine

Russian Chief of General Staff Valery Gerasimov and chairman of the US Joint Chiefs of Staff Mark Milley held a rare series of phone calls on Thursday.

 

The two top military officials discussed various “issues of mutual interest,”including the ongoing conflict between Russia and Ukraine, the Russian Defense Ministry said in a statement. The talks were held at the request of the American side, it noted. The Pentagon remained tight-lipped as well, providing no details on the conversation.

 

“The military leaders discussed several security-related issues of concern and agreed to keep the lines of communication open,” a spokesman for Milley has said. “In accordance with past practice, the specific details of their conversation will be kept private.”

 

Speaking in Brussels on Thursday, NATO’s Supreme Allied Commander Europe, Tod Wolters, expressed his hope that the talks between Gerasimov and Milley would bring a diplomatic solution to the ongoing crisis one step closer.

The high-profile talks come less than a week after US Defense Secretary Lloyd Austin and Russian Defense Minister Sergei Shoigu spoke for the first time since the beginning of Moscow’s military operation in Ukraine in late February. Twitter to enhance censorship over Ukraine

Posts about Ukraine conflict will be labeled or removed if “experts” designate them as “misinformation”

 

Twitter rolled out an update to its “crisis misinformation policy” on Thursday, saying it will put a warning label on posts about the conflict in Ukraine that fit certain criteria, limiting their ability to be seen, shared or liked. The announcement comes just a day after the resignation of US government’s “disinformation czar” Nina Jankowicz, who had advocated for the ability to edit other people’s tweets.

 

The policy will be applied globally and guide Twitter’s efforts to “elevate credible, authoritative information,” and “help to ensure viral misinformation isn’t amplified or recommended by us during crises,” said Yoel Roth, the company’s head of Safety and Integrity.

 

As soon as there is evidence that something posted “may be misleading,” Twitter will label it with a notice and won’t amplify or recommend it in the Home timeline, Search, and Explore tabs. Warning notices will be prioritized for “high profile accounts” such as those designated “state-affiliated media,” verified users, and official government accounts.

 

Declaring something misinformation will require “verification from multiple credible, publicly available sources, including evidence from conflict monitoring groups, humanitarian organizations, open-source investigators, journalists, and more,” Roth added.

 

As examples, Roth cited “false coverage or event reporting, or information that mischaracterizes conditions on the ground as a conflict evolves,” false allegations regarding “use of force, incursions on territorial sovereignty, or around the use of weapons,” as well as “demonstrably false or misleading allegations of war crimes or mass atrocities against specific populations” and falsehoods regarding “international community response, sanctions, defensive actions, or humanitarian operations.”

 

However, “strong commentary, efforts to debunk or fact check, and personal anecdotes or first person accounts” will be exempt.

 

The company’s Help Center page on the policy distills the definitions even further, making clear that Twitter will go after posts that have “the capacity” to “serve as a pretext for further aggression” or “lead to increased humanitarian needs,” disrupt ceasefire talks or “incite the targeting or surveillance” of groups based on political, religious, ethnic or ideological affiliation or membership, or protected by international humanitarian law.

 

To be labeled, a post has to state a claim or fact “expressed in definitive terms,” be “demonstrably false or misleading, based on widely available, authoritative sources” and “be likely to impact public safety or cause serious harm,” according to Twitter.

 

The policy is focused on “international armed conflict” such as Ukraine, but Twitter plans to update and expand it to any crisis as defined by the UN, Roth explained.

 

In October 2020, Twitter infamously locked the account of the New York Post over a story about a laptop belonging to Hunter Biden, whose father Joe ran for president as a Democrat. The platform first cited its “hacked materials” policy, then promoted the claim the story was “Russian disinformation,” neither of which turned out to be true.

 

While nominally impartial, Twitter has not fact-checked or challenged any claims coming from the government in Kiev – including proven falsehoods such as the “Ghost of Kiev”aerial ace or the story of “Snake Island 13.”Within days of the escalation of hostilities in Ukraine, however, the platform blocked advertising from Russia, and has since boasted about reducing content labeled “Russian state-affiliated” media by 30%, while cutting in half the impressions and engagement by Russian government accounts.

 

Twitter’s new policy comes amid uncertainty over billionaire Elon Musk’s bid to buy the company and take it private. While Twitter accepted Musk’s $44 billion offer, he is now challenging their public filings citing the number of bots and fake accounts. The SpaceX and Tesla founder has sent satellite technology to the Ukrainian military, but has also spoken out against censorship on Twitter and said he wanted to ensure free speech on the platform.

Сhinese elites given directive on foreign assets – WSJ

 

Beijing has reportedly told Communist Party elites to shed overseas holdings and avoid vulnerability to Russia-like sanctions

The Chinese Communist Party (CCP), seeking to insulate the country’s top brass from Western sanctions like those imposed on Russia over the Ukraine conflict, has allegedly issued a directive discouraging senior officials from buying assets abroad.

 

The new policy will block promotions for CCP elites who have significant overseas holdings, the Wall Street Journal reported on Thursday, citing unidentified people familiar with the matter. The restriction will apply not only to assets owned directly and indirectly by high party officials themselves, but also those held by their wives and children.

 

The CCP’s Central Organization Department is said to have issued the new investment restriction in an internal notice in March, weeks after Russia launched its military offensive against Ukraine. Ministerial-level party leaders will no longer be allowed to own such foreign assets as real estate and stocks, according to the report.

 

Party officials will also be prohibited from opening non-essential accounts in overseas financial institutions. For instance, a leader’s college-age child would be able to hold an account in a local bank while attending a foreign university, but he or she wouldn’t be allowed to park cash in Singapore or Switzerland as a safe haven.

 

Chinese President Xi Jinping has previously railed against graft and showy displays of wealth by CCP officials. A 2014 report citing leaked records, alleged that close relatives of party elites, including the son of former Prime Minister Wen Jiabao and a brother-in-law of Xi, had allegedly set up overseas corporations to hide assets.

 

The US and its allies have imposed severe sanctions to punish and isolate Russia over the Ukraine offensive. Some of the measures have targeted individuals, including Kremlin officials and wealthy businessmen.

 

President Joe Biden has sought ways to sell the confiscated assets of Russians, such as yachts and real estate, so the money can be used to help fund Ukraine’s reconstruction. A bill passed last month in the US House of Representatives calls for liquidating such assets to raise cash for Ukraine aid and reconstruction. Meanwhile, US Treasury Secretary Janet Yellen said on Wednesday that it would not be legal for the United States to seize frozen Russian central bank assets to help rebuild Ukraine.
