I don't know if "all are currently IP banned", but the old crew handed out tons of permanent bans and only anons who figured out that these fucks aren't finally in control anymore and went to /tech/ got their ban removed.

As far as I know perm bans are only removed when anons show up on /tech.
When they don't, nothing happens to their perm ban.
I'm not sure about the details. I think only admins can remove these kind of bans and admins can't just remove all perm bans.
