It isn't terribly narrow in that it essentially commands these government bodies to actually consider religious objections instead of laugh at them. Likely would be same result had they actually considered the baker's religious objections (which is all that's actually needed under the RFRA). But it is narrow in that the issue isn't settled. Shit, Illinois would be red without Cook County. IIRC Trump won all but 4 or 5 of the 102 counties here. Current governor won all but Cook (and only managed to win by less than 4%).
