By doing this, it is clear that most of the elected people in Florida are on the list, but there are a few who aren't.
In Florida, there are 29 congresspeople. Of these, 5 are not on the list. This is 17% of the elected congresspeople in Florida.

Rutherford (House; FL) voted YES for the $40bn in Ukraine aid (HR 7691), so this can't be why he's not on the list.
So…we know you don't get on the list by voting 'Yea' for HR7691.
