In summer of 2016, he was assigned as a unit chief in CI @ FBI HQ. He attended a conference call with Chicago about the Alfa Bank allegation. He said he would track the investigation and brief the front office.

Days later, Heide asked Raynor about where the allegations came from. Raynor asked J.P. where the info came from that initiated the case and he ended up speaking with Moffa. Moffa told him the allegation had come from Michael Sussmann who had provided it to Baker.

Moffa noted Sussmann was an attorney for DNC. Raynor said he understood that Sussmann was affiliated with Dem party but had come representing himself. Moffa said FBI leadership had put a close hold on the info, meaning the field couldn't know who provided it.

Raynor says there were several FBI efforts underway as part of the investigation. The barracuda logs seemed to indicate there wasnt a covert communication. Allison Sands said the Tor note did not pass analytical muster. Mandiant also determined the allegation did not have merit.

The FBI determined that the allegation lacked merit and the decision to do an overt interview of Dagon could possibly affect the election. FBI didn't want to violate policy regarding these things so close to the election. So FBI did not interview Dagon.
