Pakistan definitely has some shady characters and the country puts up with it because of the kick backs.
Shahbaz Khan literally just plead guilty last week. He was caught setting up a deal to bring in 114 tons, yes TONS, of heroin to the states through New York by way of shipping containers.

It took a year and a half for him to even plead, much less the trial.

He was listed as a kingpin by US over a decade ago. He was arrested and asset companies listed. He lost his final appeal in 2010.

And yet SOMEHOW he magically got out of prison where he was supposed to be serving a life sentence and was back at it by 2016 at the latest.
His assets in Pakistan and Dubai UAE are extensive. His 'contributions' were possibly helping to fund massive construction endeavors.
And oh yeah, Cemex is the largest concrete, cement, and building materials supplier in the UAE.
I don't think he's big enough to count as a BOOM, but I think it's a pretty good POP :)
