If they do try and shut down some of the net, I think normal people will tolerate it for about 2 hours before they start wondering what's going on.
Last fall Amazon S3 went out and it took about 2-3 hours before people realized a TON of SaaS services went offline.
So by noon-mid afternoon people will start asking questions.
