It's complicated. The market is controlled by insurance-firms that are secretly run by investmentbanks such as JPMorgan. They use them in part to regulate the demographics of world economy. Pretty much everything that has value is now being hoarded by investmentbankers as a way to get leverage on the market.
Many of these organs end up being hoarded in private hospitals, as a form of proxy-investment. I bet that most of the organs are never even used despite the so called "shortage". They just sit there like "gold reserves in a bank".
