DENVER (AP) — A high school student charged in a classmate’s death during a Colorado school shooting told police that he planned the attack for weeks and intended to target classmates who repeatedly mocked his gender identity.

Written summaries of police interviews with the two suspected shooters portray 16-year-old Alec McKinney as the leader of the attack, enlisting 18-year-old Devon Erickson in the plan to kill the students who bullied McKinney, who identifies as male.

Both teenagers told police that they broke into a gun safe at one of the teenager’s homes before walking into the STEM School Highlands Ranch on the afternoon of May 7 with a guitar case and a backpack concealing four guns.

The adult charged in the STEM School Highlands Ranch shooting will not face the death penalty.

Eighteenth Judicial District Attorney George Brauchler filed notice to the courts Thursday morning that his office would not seek a death sentence for 19-year-old Devon Erickson, despite the wishes of the family of Kendrick Castillo, the 18-year-old killed in the May 7 attack.

“For the record, my wife and I are for putting him to death,” Kendrick’s father, John Castillo, said Thursday. “That’s just plain and simple.”

Officials from the district attorney’s office told the Castillos of the decision not to seek the death penalty on Wednesday and said they instead will pursue life in prison for Erickson, Castillo said.

Brauchler wrote in a court filing that Erickson’s case includes five aggravating factors, including that he is accused of entering into an agreement to kill and accused of carrying out an ambush that put multiple people in grave danger. Eight people were injured in the shooting and survived.

Brauchler also cited three mitigating factors, including Erickson’s young age and the absence of any prior criminal convictions. John Castillo said the district attorney’s office also considered Erickson’s drug use and told the family that obtaining a death sentence would be difficult.

“I wish we could be done with it,” John Castillo said. “Those are my feelings and apparently they don’t jive with what is achievable and I understand that.”

‘Horrifying’ conspiracy theories swirl around Texas shooting

PROVIDENCE, R.I. (AP) — By now it’s as predictable as the calls for thoughts and prayers: A mass shooting leaves many dead, and wild conspiracy theories and misinformation about the carnage soon follow.

It happened after Sandy Hook, after Parkland, after the Orlando nightclub shooting and after the deadly rampage earlier this month at a Buffalo grocery store. Within hours of Tuesday’s school shooting in Uvalde, Texas, another rash began as internet users spread baseless claims about the man named as the gunman and his possible motives.

Unfounded claims that the gunman was an immigrant living in the U.S. illegally, or transgender, quickly emerged on Twitter, Reddit and other social media platforms. They were accompanied by familiar conspiracy theories suggesting the entire shooting was somehow staged.

The claims reflect broader problems with racism and intolerance toward transgender people, and are an effort to blame the shooting on minority groups who already endure higher rates of online harassment and hate crimes, according to disinformation expert Jaime Longoria.

“It’s a tactic that serves two purposes: It avoids real conversations about the issue (of gun violence), and it gives people who don’t want to face reality a patsy, it gives them someone to blame,” said Longoria, director of research at the Disinfo Defense League, a non-profit that works to fight racist misinformation.

In the hours after the shooting, posts falsely claiming the gunman was living in the country illegally went viral, with some users adding embellishments, including that he was “on the run from Border Patrol.”

“He was an illegal alien wanted for murder from El Salvador,” read one tweet liked and retweeted hundreds of times. “This is blood on Biden’s hands and should have never happened.”

The man who authorities say carried out the shooting, 18-year-old Salvador Ramos, is a U.S. citizen, Texas Gov. Greg Abbott said in a news conference on Tuesday.

Other social media users seized on images of innocent internet users to falsely identify them as the gunman and claim he was transgender. On the online message board 4Chan, users liberally shared the photos and discussed a plan to label the gunman as transgender, without any evidence to back it up.

One post on Twitter, which has since been deleted, featured a photo of a trans woman holding a green bottle to her mouth, looking into the camera, headphones hanging from one ear.

“BREAKING NEWS: THE IDENTITY OF THE SHOOTER HAS BEEN REVEALED,” claimed the user, saying the shooter was a “FEMBOY” with a channel on YouTube.

None of that was true. The photo actually depicted a 22-year-old trans woman named Sabrina who lives in New York City. Sabrina, who requested her last name not be published due to privacy concerns, confirmed to The Associated Press that the photo was hers and also said she was not affiliated with the purported YouTube account.

Sabrina said she received harassing responses on social media, particularly messages claiming that she was the shooter. She responded to a number of posts spreading the image with the misidentification, asking for the posts to be deleted.

“This whole ordeal is just horrifying,” Sabrina told the AP.

Another photo that circulated widely showed a transgender woman with a Coca-Cola sweatshirt and a black skirt. A second photo showed the same woman wearing a black NASA shirt with a red skirt. These photos didn’t show the gunman either — they were of a Reddit user named Sam, who confirmed her identity to the AP on Wednesday. The AP is not using Sam’s last name to protect her privacy.

“It’s not me, I don’t even live in Texas,” Sam wrote in a Reddit post.

Authorities have released no information on the gunman’s sexuality or gender identification.

Then there are the trolls who seemingly do it for fun.

Fringe online communities, including on 4chan, often use mass shootings and other tragedies as opportunities to sow chaos, troll the public and push harmful narratives, according to Ben Decker, founder and CEO of the digital investigations consultancy Memetica.

“It is very intentional and deliberate for them in celebrating these types of incidents to also influence what the mainstream conversations actually are,” Decker said. “There’s a nihilistic desire to prove oneself in these types of communities by successfully trolling the public. So if you are able to spearhead a campaign that leads to an outcome like this, you’re gaining increased sort of in-group credibility.”

For the communities bearing the brunt of such vicious online attacks, though, the false blame stirs fears of further discrimination and violence.

Something as seemingly innocuous as a transphobic comment on social media can spark an act of violence against a transgender person, said Jaden Janak, a PhD candidate at the University of Texas and a junior fellow at the Center for Applied Transgender Studies.

“These children and adults who were murdered yesterday were just living their lives,” Janak said Wednesday. “They didn’t know that yesterday was going to be their last day. And similarly, as trans people, that’s a fear that we have all the time.”

Social media users have falsely claimed that the World Economic Forum (WEF) has its own police force after police officers in Davos, Switzerland, were spotted wearing badges with the WEF logo during the organization’s annual meeting.

Thousands of people have shared this across Twitter, Facebook and Instagram (here , here and here), alongside a photo of a Swiss police officer, and a closeup of his left sleeve, where there are two badges.

One has an orange insignia and the wording: “World Economic Forum,” “POLICE,” and “2022”.

“This should freak everyone out,” said one Facebook user on May 24. “A private organization, the WEF, has its own police force… This organization is not a government, but they sure act like it.

“Where is their authority recognized? What authority do they have?”

The World Economic Forum is holding its annual Davos meeting between May 22-24, where this year many of its attendees are worried about the current threats to the global economy (here).

Reuters Fact Check has previously addressed misinformation related to the WEF (here , here and here).

On May 24, police in the Graubunden canton, where Davos is located, told Reuters that the WEF-police badge is an additional one redesigned every year by the region’s own emergency services.

“This serves the team spirit for use around the annual meeting,” the spokesperson said, adding: “The WEF organization does not have a police force.”

Moreover, the closeup picture of the officer’s sleeve shows a second badge representing the Graubunden security service.

Badges marking the WEF annual meeting in previous years can also be seen.

VERDICT

False. The WEF does not have a police force. The police badges with a WEF logo are used by local officers in Graubunden to mark the organization’s annual conference.

A secretive Pentagon program that started on Trump’s last day in office just ended. The mystery has not.

Control of a remarkable 6 percent of the Internet was handed over to a Florida company as part of a cybersecurity pilot project. Now the Pentagon has taken all 175 million IP address spaces back.

A Pentagon program that delegated management of a huge swath of the Internet to a Florida company in January — just minutes before President Trump left office — has ended as mysteriously as it began, with the Defense Department this week retaking control of 175 million IP addresses.

The program had drawn scrutiny because of its unusual timing, starting amid a politically charged changeover of federal power, and because of its enormous scale. At its peak, the company, Global Resource Systems, controlled almost 6 percent of a section of the Internet called IPv4. The IP addresses had been under Pentagon control for decades but left unused, despite being potentially worth billions of dollars on the open market.

Adding to the mystery, company registration records showed Global Resource Systems at the time was only a few months old, having been established in September 2020, and had no publicly reported federal contracts, no obvious public-facing website and no sign on the shared office space it listed as its physical address in Plantation, Fla. The company also did not respond to requests for comment, and the Pentagon did not announce the program or publicly acknowledge its existence until The Washington Post reported on it in April.

And now it’s done. Kind of.

On Tuesday, the Pentagon made a technical announcement — visible mainly to network administrators around the world — saying it was resuming control of the 175 million IP addresses and directing the traffic to its own servers.

On Friday the Pentagon told The Post that the pilot program, which it previously had characterized as a cybersecurity measure designed to detect unspecified “vulnerabilities” and “prevent unauthorized use of DoD IP address space,” was over. Parts of the Internet once managed by Global Resource Systems, the Pentagon said, now were being overseen by the Department of Defense Information Network, known by the acronym DODIN and part of U.S. Cyber Command, based at Fort Meade.

The IP addresses had never been sold or leased to the company, merely put under its control for the pilot program, created by an elite Pentagon unit known as the Defense Digital Service, which reports directly to the secretary of defense and bills itself as a “SWAT team of nerds” that solves emergency problems and conducts experimental work for the military.

“The Defense Digital Service established a plan to launch the cybersecurity pilot and then transition control of the initiative to DoD partners,” Russell Goemaere, a spokesman for the Defense Department, said in a statement to The Post. “Following the DDS pilot, shifting DoD Internet Protocol (IP) advertisement to DoD’s traditional operations and mature network security processes, maintains consistency across the DODIN. This allows for active management of the IP space and ensure the Department has the operational maneuver space necessary to maintain and improve DODIN resiliency.”

But the Pentagon statement shed little new light on exactly what the pilot program was doing or why it now has ended. It’s clear, though, that its mission has been extended even as it comes more formally under Pentagon control.

On the unusual timing of the start of the pilot program — which began the transfer of control of IP addresses at 11:57 a.m. on Inauguration Day, three minutes before President Biden took office — Goemaere added, “The decision to launch and the scheduling of the DDS pilot effort was agnostic of administration change. The effort was planned and initiated in the Fall of 2020. It was launched in mid-January 2021 when the required infrastructure was in place. Given the opportunity, maintaining low visibility was also desirable in order to observe traffic in its current state, allowing us to identify potential vulnerabilities and assess and mitigate potential cyber threats."

Global Resource Systems did not return a request for comment Friday.

The unusual nature of the program has been tracked by several people in the networking world, including Doug Madory, director of Internet analysis for Kentik, a network monitoring company.

In April, Madory, a former Air Force officer, had come to believe the program was intended to collect intelligence. By announcing control of such a large section of the Internet — especially one the Pentagon had left mothballed for years — it likely was possible to reroute information flowing across the Internet to military networks for examination and analysis.

Madory said Friday that routine networking errors can make such operations fruitful.

“There are a lot of networks that inadvertently leak out vulnerabilities,” he said. “I’m sure they’ve been scooping that noise up for the past few months.”

Such tactics, he added, can allow cyberspies to discover weaknesses in the networks of adversaries or potentially detect evidence of how adversaries are surveilling your own networks, to help inform the creation of better defenses.

Madory shared one more tantalizing fact: His analysis of traffic flowing through the Internet addresses once controlled by Global Resource Systems are still leading to the same place as they have for most of the year — a computer router in Ashburn, Va., a major hub of Internet connections for government agencies and private companies — despite the official resumption of Pentagon control.
