I don't think they did that while the shooting was going on. If you watch the vid, there is already crime scene tape up. They are most likely preventing the parents from going in (after the fact) and trampling all over said crime scene. I don't know this for a fact, just appears that way to me

Those cops were not standing there preventing parents from going in while their kids were BEING shot, it appears (to me) that it had already happened and the cops were preventing the parents from trampling the crime scene. Otherwise, how would the parents already be there while shooting was going on?
