To gain a working

understanding of where hubs are located, one need only examine a

map of the 2016 Presidential Election and look at areas which

voted blue to start to pick out the national structure of

trafficking. Combining this data with other maps showing things

such as drug trafficking, missing persons reports etc. will

provide further information on the structure of trafficking

networks. An example of this can be seen below.

For more information about how humans are transported, readers

are advised to research common practices on shipping and

III. Graphing City Data To Locate Distribution Centers

Each city will need to be individually graphed to locate

trafficking hubs, thereby identifying the types of product being

moved in specific locales and revealing which organizations and

groups are involved with specific operations. The most efficient

way to do this in a time efficient manner is to use the “Clock

Method” of mapping cities and their networks.

A. The “Clock” Mapping Method

The Clock Method is an analogy which looks at a city like a

clock. The center of the city is considered to be wherever a

Main Distribution Center or epicenter of a network is located.

From the center, “hands” are a network’s shipping and transport

to various locations. “Numbers” are locations where product is

shipped to and from, usually where regional Distribution Centers

are located. These “numbers” will manifest themselves as

clusters of data on the map as various points of interest are

added.

As investigators map out a city’s networks, searching the area

both clockwise and counterclockwise will help prevent errors and

missed data.

Revealing areas of interest using dot cluster maps, identifying

and mapping roads of interest should show a “clock” map of the

city, the “heart” of trafficking networks in the city as well as

the “veins” feeding to and from Distribution Centers.

Using Los Angeles as an example, the “clock” should look like:
