The handcuffing was a bit extreme, but based upon the school layout, there are multiple buildings that are not physically connected. Keeping Civilians out of the way is standard procedure. Trying to grab a kid off a bus without procedure is also a tasing offense. The child was safer in the bus than anywhere on grounds. It seems some teachers locked the doors in the penetrated building and the whacko was stuck in one classroom and pretty much shot up everything and every person in the room. Since these are sheetrock walls we can only assume some stray shrapnel to adjacent room(s). This is an outrage tweet meant to enrage even more people against LEOs. Granted it was a preplanned cluster fuck.
