The belief at the time was that they wouldn't, or couldn't, release that kind of material because it was too horrible; the public would be sickened and outraged. I remember Sy Hersh saying young boys were raped in front of their mothers, and that it was on video. Hersh apparently saw it, because he commented on how awful their shrieking was. Could he have been intentionally spreading disinformation? I hope so.
