I diagnosed it myself.
Any twitter or celebrity who is high profile tweets or says something remotely related to Q it must be a sign of the plan and they are hinting that it's working. I can't actually prove that the plan is or isn't working but I'll just assume it is because somebody who famefags and calls himself Q said so.
