FBI handler coaches and instructs individual in weapons and creates a cash flow (usually from drug or human trafficking) for the individual.

5g is used (unclear if it is in concert with certain drugs) to further destabilize individual.

When needed, the FBI handler activates / coaches the individual with a specific target with specific instructions while in the background the FBI handler coordinates with local government/authorities/unions/corporations as applicable to provide a clear path for the activated individual.
Now this is important to understand - The FBI has THOUSANDS of handlers handling TENS OF THOUSANDS of 'ready to activate' MK ULTRA shooters.
