Regardless of why they are doing it, the destruction of the food supply will lead to revolt. Whether or not they intend the revolts to happen, or even if they think they can control the food supply - revolt is a rather universal response. It's why gulags and gestappo are necessary features of central planning.
No one ever "intends" for these things to happen, but their belief in their ability to control the outcome results in a need to force compliance which results in armies vs citizens.
