San Luis resident Gary Snyder led the recall effort. Snyder gave several reasons for initiating the recall effort against Torres. He said that Torres had violated election law by wearing a hat with the San Luis logo during campaign events in 2020. He also alleged that city's 2013 decision to hire Torres' daughter as its community development director was nepotistic. Finally, Snyder suggested that Torres was the political ally of Guillermina Fuentes, who was indicted for collecting and delivering ballots on behalf of voters during the 2020 primary election.
