I interpret it as Pakistan was funding and supporting al-Qaeda operations against us and they agreed to give up bin Laden (by then a figurehead) in exchange for the dropping of sanctions. Then Obama declared victory and allowed AQ to keep growing with further Pakistani support.
I'm getting really tired of nothing happening when we had justification to cite the AUMF and move on a few particular people well before Trump was elected. They are still in their positions. I think McMaster set everything back a year by cleaning the reactionaries out of the NSC. We need aggressive action and the longer we wait the more aggressive and politically untenable the action will need to be.
