It's not a trade off - it's a calculation. If Q+ and company had tried brute force 2 years ago, there would have been a lot more people dead in a bloody civil war, and no consensus afterward to rebuild versus the present course of wakening the sheeple.

Because he got what he wanted - sworn testimony in court that links HRC and the DNC to crimes. Sussman's conviction wouldn't have changed the value of that testimony, so it didn't matter whether he went to jail or went scot free.
