Funny thing is they can't build Tier 2 machines in the US. They can in Mexico. Everything in the US must be Tier 4F and nothing can be anything less. Move to Mexico and you can build machines that meet US standards and ROW (rest of world). Tier 4F isn't comparable with ROW as the sulfur content in their fuel is to high and will cause thousands of dollars to fix on a regular basis so you build Tier 2 and can compete on a global market. They got fucked into having to leave or only sell in the US, Europe or Japan.
