We learned, in the posts above, that NED, although "non-governmental", is a congressional "creation" (slush fund?). NED is funded by congressional appropriation and acts "as a grant-making foundation, distributing funds to private organizations for the purpose of promoting democracy abroad. These private organizations would include those created by the twopolitical partiesand thebusiness community, which would join the regional international institutes of the labor movement already in existence."

 

In the last installment of the NED digs above, we learned that the Solidarity Center used to be called the Free Trade Union Institute (FTUI). Before it was known as the Solidarity Center, FTUI was called the American Center for International Labor Solidarity (ACILS). In PB >>16282158 An Unholy Alliance, we learned that ACILS was a labor force active in Venezuela. Affiliations include: AFL-CIO, Confederation of Venezuelan Workers (CTV), the Catholic Church, SUMATE and a business community known as FEDCAMARAS. The National Endowment for Democracy (NED) provided funding for SUMATE's Venezuelan activities and resulted in the head of SUMATE being prosecuted for accepting US money to influence Venezuelan elections. The author, Kim Scipes, stated, "Thus, it is clear that the NED is an important actor in world events, especially in countries in which the US has "important interests." It might help to better understand this beast." Throughout Dr. Kim Scipe's essay she makes clear her belief that AFL-CIO, in conjunction with NED, Solidarity Center and others, is a driving force in destabilizing governments. Kim Scipe's (Ph.D.) essay is a little long and involved but very much worth the read.

With this review in mind, let's drill down onSolidarity Center and AFL-CIO. Solidarity Center works around the world withgovernments, individuals, NGOs, labor unions and churches. Their field of influence includes:climateissues, labor,justice,equality,gender, forced labor and trafficking, theglobal supply chain, child labor, migration and just about any other hot button topic. They're a little shy about naming the names of their partners on their "Partners" webpage. The list on their supporters page is extensive and incomplete (partial). The Chair of Solidarity Center's Board of Trustees is Elizabeth Shuler, the current President of theAFL-CIO, a member of NED's Board of Directors and a member of theAspen Institute.

Elizabeth H. Shuler is president of the 56 unions and 12.5 million members of the AFL-CIO. A visionary leader and longtime trade unionist, Shuler believes the labor movement is the single most powerful vehicle for progress and that unions are a central force in leading lasting societal transformations. She is committed to busting myths about labor, leveraging the labor movement’s diversity for innovative approaches to social justice and making the benefits of a union voice on the job available to working people everywhere.

 

Shuler is the first woman to hold the office of president in the history of the labor federation. She was elected by the AFL-CIO Executive Council on Aug. 20, 2021, after the unexpected and untimely passing of her predecessor, Richard Trumka.

 

In 2009, Shuler became the first woman elected to the position of secretary-treasurer at an AFL-CIO convention and the youngest woman ever on the federation’s Executive Council. As secretary-treasurer, she served as the chief financial officer, turning deficits into surpluses and steering the federation through multiple fiscal crises, including the COVID-19 pandemic. In addition to her stewardship of the federation’s finances, she led the AFL-CIO’s initiatives on the future of work, retirement security, the clean energy economy, public safety reform, workforce development, and empowering women and young workers.

 

Shuler grew up in a union household—her father, Lance, was a power lineman and longtime member of Electrical Workers (IBEW) Local 125 at Portland General Electric and her late mother, Joyce, worked as an estimator in the company’s service and design department. In 1993, Shuler was hired at Local 125, where she was thrust into a full-fledged campaign to help the clerical workers organize, an experience that underscored the importance of building mobilizing capacity within the local union, particularly for women workers.

 

When energy giant Enron Corp. tried to muscle electricity deregulation through the Oregon Legislature, Shuler worked with a broad-based coalition of labor, community and environmental activists to challenge and ultimately overcome Enron’s powerhouse lobbying campaign, a victory that sparked her passion for mobilizing workers to make change even when faced with overwhelming odds.

 

In 1998, Ed Hill, then-secretary-treasurer of the IBEW, took notice of Shuler’s outstanding work and temporarily assigned her to California where she mobilized IBEW members to help defeat Prop. 226, the so-called paycheck protection initiative that threatened to silence union members in the political process. That victory prompted John J. Barry, president of the IBEW at the time, to hire her as an international representative in the union’s Political/Legislative Affairs Department in Washington, D.C. In that role, Shuler mobilized local unions across the country and frequently lobbied Congress on a range of issues important to working families. In 2004, she was promoted to assistant to the international president, where she advised President Hill, who had succeeded to that position, in driving the agenda of the nearly 1-million member union.

 

Shuler is not afraid to think big, take risks and do things differently. She looks at technological change as an opportunity to strengthen worker voice and to carve new pathways for workers to learn skills and stay relevant in a changing economy. She knows digital tools can help workers organize in new and powerful ways, forge community alliances and advance issues that matter to working people.

 

Shuler believes unions are the single greatest force for economic fairness and equality, and a collective bargaining agreement is the best tool for achieving justice for all working people, especially for women, immigrants and people of color…

How, you may ask yourself, does this relate to Jim Watkins' and his congressional testimony?

Do you remember Jim telling the "committee" that they are "overstepping" their "position in our American government"? He is, in Anon's opinion, correct. The committee appears to be trying to do the job of the Executive Branch (through the DOJ, NGOs and unions) and the Judicial Branch by intimidating justices into extra constitutional decisions.

 

To understand the over-reach being perpetrated (in Anon's opinion) by the US Congress, you should have an understanding of the US Constitution. As you can see, the Executive Branch of Government is responsible for enforcing laws passed by Congress. It is empowered to make treaties with other countries with the approval of the Senate (NOT the House of Representatives). The President is the Commander in Chief of US Armed Forces. The President makes Judicial and other nominations to fill vacancies in our government. The President can issue executive orders and pardons, call special sessions of Congress, veto legislation and is required to deliver the State of the Union Address. The President does not have the constitutional authority to declare war without the approval of Congress. The President can make recess appointments, when Congress is not in session. (This could explain why Congress is cronichly in session.)

The House of Representatives has no authority to enter into any treaties with other governments or interfer with elections in other countries.

The Constitution establishes 2 legislative bodies: the House of Representatives and the Senate. It establishes the terms to be served by Representative and Senators. The House can raise revenue. Congress can lay and collect taxes. They can regulate commerce with foreign countries, among the states and with Indian tribes. They can coin money, borrow money, establish post offices, declare war, raise and support armies and provide and maintain a navy. No state has the authority to enter into any treaty, alliance or confederation.

If Anon understands this correctly, Congress has no authority to enter into treaties with or make agreements with other countries. That is the pervue of the Executive Branch. The establishement of NGOs funded by Congress and overseen by boards packed with politicians (most of whom are not President and never have been) and buruecrats who have never been President does not make it OK to meddle in the affairs of other countries. Congress has the purse strings but they do not, in Anon's opinion, have the authority to finance Extra Constitutional activities nor do they have the authority to assign such activities to NGOs or labor unions. Most certainly the NGOs in question and the AFL-CIO have no Constitutional authority to meddle in foreign countries.

 

The National Endowment for Democracy has been a controvercial entity since early in it's history (https://www.ned.org/about/history/). NED has been called redundant and complimentary. Of course, the beurocracy has determined that NED is not duplicative but is complimentary. The question is, is it Constitutional?

Because NED is small and non-bureaucratic, it can be much more responsive to changing circumstances on the ground. NED’s independence from the U.S. Government also allows it to work with many groups abroad who would hesitate to take funds from the U.S. Government."

-"Finally, NED is better able to work with the small, relatively new groups that often typify democratic movements in their earliest phases of development. NED usually provides small grants to these groups and works closely with them until they build the capacity to run larger programs such as those more commonly funded by the US Government."

 

Anon has a major concern about NED and everything about it. Is NED an end run around the constitution? Voters across the US alledgedly elect Presidents to represent them as required by the Constitution. Congress is allegedly elected by the people of their respective states and districts (not by all voters). How can it be constitutional for Congress to establish an entity funded with tax dollars, staffed by unelected individuals and send them out to meddle in the affairs of other countries? Voters nationwide did not vote any of these people to the positions they hold in these Extra Constitutional Entities. If these are unconstitutional entities, it's important to understand that their activities have been ongoing for decades. What do Anons think? Am I concerned about nothing or do you think there is something to be concerned about?

In Anon's opinion Congress has been usurping (through NED and its affiliates) the responsibilities of the executive Branch for decades. Now, if Navarro is right, the Executive Office itself is at risk. Now the question may be, is that OK with the Supreme Court?
