It's called an "Exchange" and they're having "liquidity issues", a k a leverage has been withdrawn, and someone doesn't have the cash to cover the "call".
All the leverage is leaving crypto, which will deflate prices until reality can work its way back in. Gonna be ugly, but healthier in the long run. Currently leverage in all of those markets is unregulated. A Problem. Worse if rehypothecation's at werk.
