Lots and lots of money and a boatload of time. You can request any such public document from the department in which you’re interested in. If it is over a certain threshold (in my experience) the county/city will certainly charge you for 1, the man hours in gathering information requested and 2, the paper and ink. They are efficient at operating inefficiently. Imo
What ever you’re searching for just assume (((they))) have it. Wouldn’t hurt to befriend someone in the higher ranks, probably wouldn’t get anything on paper but you could get info from “small talk” if you work your words right. Good luck.
