This is a good analysis of possible causes. The problem almost certainly stems from the feedlots, there are several in the area and they aren't all run by one business, there's a few.
IF this is unnatural (it obviously is) it wouldsuggestcollusion amongst the various feed lots. The why of it is pretty obvious, the who remains a question. DHS is a solid candidate.

When he starts out he discusses 2,000 head of cattle dead but the number went up to 10,000, probably more. These were prime animals, not some sickly herd.
