Not counting the dead body dumped in the area, or the guy's car that got totaled when parked at the curb, by an out of control driver.
My God, that is nuts. Even a catalytic converter, wow those tough California emission standards must really be followed at all costs. Forget about making sure that you are actually a citizen, how about we just really retentively check if your car can pass the emissions test.
I strongly suggest that you move out west. God will only warn a place so many times before he escalates or allows the escalation of consequences. The big fires that happened recently in California especially in the areas surrounding Los Angeles should be a giant red flag.
You should move, because if a big environmental disaster happens and roads, power and comms are cut the people will start eating each other in a week. Especially in a place such as Los Angeles.
